March 15 National Memorial – Concept Design Services

Crown Infrastructure Delivery Limited (CID) is issuing this Registration of Interest (ROI) on behalf of Manatū Taonga Ministry for Culture and Heritage (MCH), inviting interested parties to register their interest in providing Concept Design Services for the March 15 National Memorial.

About

MCH is leading the establishment of a permanent March 15 National Memorial. The Memorial will recognise the 51 people killed (the shuhada) in the 15 March 2019 terrorist attack on Christchurch masjidain, and will also acknowledge Aotearoa New Zealand's significant response to the attacks.

The Memorial will be located in Christchurch and is intended to provide a lasting place of reflection and remembrance. It is being developed by MCH in collaboration with the Ministry for Ethnic Communities, Christchurch City Council, the Affected Community (the families of the shuhada and the bullet-injured), Christchurch Muslim communities, and Crown Infrastructure Delivery (CID).

The Memorial is expected to be completed before the tenth anniversary of the attacks in March 2029. MCH is currently working with Christchurch City Council, the Ministry for Ethnic Communities, mana whenua, and the Affected Community to identify a short-list of potential appropriate sites in Christchurch. A Project Steering Group and Design Working Group have been established, and it is expected that site(s) will be formally offered by Christchurch City Council by the end of December 2026.

Purpose

This Registration of Interest is issued by CID on behalf of MCH to provide interested parties with the opportunity to express their interest in the provision of Concept Design Services for the Memorial.

Respondents will be shortlisted through this Registration of Interest process. The following process dates apply:

• Deadline for registrations: 16:00, 15 09 2026
• Shortlisted respondents notified by: 18 09 2026
• RFP released to shortlisted respondents: week starting 18 09 2026
• Contract start date: 27 10 2026
