Tender Description

⁠⁠⁠ABOUT THE COUNCIL:

Stretching from Palm Beach to Manly, the Northern Beaches boasts more than half of all the beaches in Sydney and a population of more than 266,000. The Council is committed to maintaining a high level of customer service to the local community.

Northern Beaches Council is working closely with the community to build strategies that enhance our quality of life, promote sustainable development and protect our environment.

SERVICE REQUIRED:

Northern Beaches Council (Council) invites tenders from qualified individuals and organisations with expertise in operating tennis and squash facilities, who are interested in obtaining a lease to manage a portion of the Warringah Recreation Centre (Centre) as a high-quality sport, leisure and community asset at 433 Pittwater Road, North Manly NSW 2100.

Council seeks to lease the site to an operator who has a vision and a demonstrated capability to maximise community utilisation of the brand-new facility.

The eastern carpark has been completed in preparation for the construction works to be undertaken to the squash building and golf clubhouse, with anticipated completion expected around September 2026.

Construction to the tennis courts is scheduled to commence in July 2026, with Council due to engage contractors in the coming months for the design and construction of the tennis courts.

The subject premises will include an office component and amenities on the ground floor of the new Warringah Golf Clubhouse, five tennis courts, and a squash building featuring 3 indoor squash courts with natural ventilation.

Any submissions proposing multi-court use must not compromise on the facility provision for tennis.

The lease term will be 10 years with 2 additional 5-year options available at the Lessees discretion.

SITE BRIEFING:

A site inspection will be held at 10am on Tuesday 12 May 2026 at 433 Pittwater Road, North Manly NSW 2100.

Additionally, an online briefing will be held at 3pm on Tuesday 12 May 2026 via Teams.

Attendance to both the site inspection and online briefing is mandatory. Participation in one does not satisfy the requirement without the other. All questions are to be raised in the online briefing.

Respondents should ensure they review all documents and understand the scope of work before attending the briefing.

LODGEMENT:

Submissions should be lodged in the electronic tender box or in the physical tender box at Northern Beaches Council, Civic Centre, 725 Pittwater Road, Dee Why, NSW 2099 by the time and date nominated. Late submissions may not be accepted.
