Tender Description
The Department of Climate Change, Energy, the Environment and Water is seeking to procure an integrated modelling capability to support analysis of electricity demand, network impacts and indicative consumer electricity bill outcomes.
Electricity demand in Australia is undergoing significant structural change driven by electrification, electric vehicle uptake, consumer energy resources (CER), emerging large industrial loads and evolving market arrangements. These changes are affecting demand profiles, peak demand and network utilisation, with implications for consumer electricity costs.
The modelling capability will enable the Department to assess how demand-side changes influence electricity demand trajectories, demand profiles and network impacts. It will also support analysis of indicative consumer electricity bill impacts, primarily through network cost components under clearly stated assumptions, with outputs designed to inform downstream pricing analysis.
The capability will be structured across modular components covering electricity demand, network impacts and large industrial loads. Suppliers may propose solutions for one or more modules, subject to integration and interoperability requirements.
The modelling capability is intended for ongoing internal use by Department analysts and must be transparent, configurable and supported by documentation and training. It will support consistent, repeatable analysis to inform policy development and program design.
