Project Overview
The Castlemaine Water Reclamation Plant (WRP) upgrade is a top-priority project for Coliban Water, it forms part of Coliban Water's Big Water Build Program, an investment initiative to address critical infrastructure needs.
The solution is a new continuous flow treatment plant (inlet works, oxidation ditch bioreactors, membrane bioreactor, UV disinfection, solids handling), built on the existing site and integrated with existing outfalls.
The project will be delivered under a Design-Build-Operate-Maintain (DBOM) model with three phases:
- Operate (Existing Facility)-operator continues to meet current licence while construction occurs;
- Design & Construction (New Facility)-contractor designs, builds, commissions and proves performance;
- Operate (New Facility)-operator runs the new facility through the O&M term and handback.
Project Owner
Coliban Region Water Corporation (Coliban Water) is the Principal and asset owner. Coliban Water provide water and wastewater services to 49 towns across 16,500sqkm in North-Central Victoria. Coliban Water services rural and urban areas from Cohuna and Echuca in the north to Kyneton and Trentham in the south and also manages, maintains and operates 35 reservoirs and water storage basins.
Scope of Works (Design & Construct)
- Raw wastewater interface: Connection of incoming raw wastewater pipelines and conveyance to the New Facility.
- Preliminary treatment: Inlet works with screening and grit removal to remove debris and prevent damage to downstream processes.
- Secondary treatment: Bioreactor and secondary solids separation for enhanced biological nutrient removal
- Filtration: Filtration to achieve the Victorian Chief Veterinary Officer helminth removal standards.
- Disinfection: A UV disinfection system designed to inactivate pathogens and ensure treated effluent meets discharge quality and recycled water standards.
- Biosolids processing: Waste Activated Sludge (WAS) pre-thickening, stabilisation and sludge dewatering to manage and stabilise biosolids for disposal or beneficial reuse.
- Chemical storage and dosing: As required to meet the performance objectives for the facility
- Treated effluent discharge: Conveyance of treated effluent in compliance with regulatory and environmental requirements.
- Odour control system: Collection and treatment system for foul air to meet the performance objectives for the facility
- Flow diversion: Integration of the existing emergency storage lagoon to divert out-of-spec flows in line with the performance objectives for the facility
- Electrical, instrumentation and controls: infrastructure required to safely and reliably deliver power, instrumentation and control to the facility
- Site civil works: Such as vehicle and equipment access, drainage and buildings, intermediary pump stations, clearing of redundant infrastructure etc.
- Balance of plant: Critical infrastructure and systems that support the core treatment processes
