Water Management Systems (WMS) at 8 CFA sites

⁠⁠⁠Overview

This is an Advance Tender Notice issued by CFA for the engagement of a contractor to operate and maintain the Water Management Systems (WMS) at eight Victorian Emergency Management Training Centres (VEMTCs).

Scope

The scope includes:

• Operation and maintenance of the WMS for the term specified in the contract
• Reporting on water quality and undertaking rectification of water quality issues
• Maintenance of the Alternative Potable Water Supply (APWS) and monthly sampling to ensure water adheres to the specified APWS Water Quality Criteria
• Chlorination of the APWS tank to achieve the specified water quality criteria (excludes Longerenong)
• Maintenance and operation of the permanent chlorine dosing system installed at Sunraysia VEMTC
• Sampling of used training water in accordance with the Sampling and Analysis Plan for the VEMTCs (excludes Central Highlands, Penshurst and Sunraysia)
• Trade waste sampling in accordance with site specific trade waste consent (Bangholme and Wangaratta only)

CFA will award this contract to one supplier only, capable of completing the full scope of works including the operation and maintenance of the WMS, chlorination of alternative water, and additional sampling on site.

Contract Terms and Conditions

• Initial term of 5 years, plus two x 1-year extensions
• The current incumbent contract expires December 2027
• CFA is seeking a contractor available to commence from September 2027 to aid in handover requirements

Instructions to Tenderers

CFA intends to release an open Expression of Interest (EOI) late September 2026. Following evaluation, shortlisted candidates will be invited to submit a Request for Tender (RFT) in January 2027.
