Tender Description

⁠⁠⁠Purpose/Objective:

The purpose of this project is to explore how licensing authorities across Australia could more effectively and consistently access independent specialist expertise to support licensing decisions in complex medical cases. Taking into consideration the established systems across the jurisdictions and international models, the project will seek to identify options to deliver more consistent, timely and transparent medical fitness to drive decision‑making across Australian states and territories, thus contributing to sustained improvements in road safety outcomes and fairness in the licensing system.

Scope:

This project will:

  •  Research and document the features, processes and resource requirements of existing national and international approaches to supporting medical fitness to drive decision-making for complex cases.
  •  Identify the types of complex cases that present the greatest challenges for driver licensing authorities (DLAs) such as neurological, cognitive, multi‑morbid or progressive conditions.
  •  Analyse and benchmark the existing approaches and any theoretical models identified.
  •  Engage with relevant stakeholders (DLAs, medical professionals, advisory bodies and related agencies) to establish their views about how the research findings could inform local and national initiatives related to managing fitness to drive.
  •  Explore and assess feasible options for providing access to specialist medical expertise at a national or cross‑jurisdictional level.
  •  Consider governance, operational, legal, resourcing and funding implications of different models.
  •  Engage with key stakeholders (DLAs, medical professionals, advisory bodies and related agencies) to review feasibility, risks and implementation considerations, including targeted consultation with DLAs through the existing Assessing Fitness to Drive (AFTD) Implementation Project Control Group (PCG) to understand and compare current approaches to managing complex cases.
  •  Develop clear, evidence‑based recommendations and options for future models for DLAs to consider, including staged implementation options
  •  Consider applicability to New Zealand, while acknowledging differences in health system structures, clinical pathways and governance arrangements.
Out of scope:

  •  Establishment or operation of a national or cross-jurisdictional service for providing access to specialist medical expertise.
  •  Changes to legislative or regulatory frameworks within jurisdictions.
  •  Updates to the AFTD Standards
Deliverables:

The project will produce the following deliverables:

  •  Research report with the following:
    •  Existing models and practices including an assessment of the pros and cons of each model.
    •  Feasible national or cross jurisdictional options for providing access to medical specialists for complex AFTD cases.
    •  Governance, resourcing and funding considerations.
    •  Risks, benefits and implementation pathways.
    •  Supporting consultation summary and analysis.
