Better. Together. Evaluation Consultant RFP

Murrumbidgee Primary Health Network (MPHN) is seeking proposals from suitably experienced providers to evaluate the Better. Together. Program, its multidisciplinary mental health service delivered in general practice for people with severe and/or complex mental health needs.

About

Firsthealth is federally funded to deliver the Primary Health Network program across the Murrumbidgee region. MPHN is one of 31 local and independent PHNs established nationally to support the primary healthcare sector and improve health outcomes, particularly for people at risk of poorer health outcomes. MPHN delivers the PHN program across approximately 126,000 square kilometres to more than 250,000 people living in 508 communities.

MPHN has been commissioning mental health services since 2015. Approximately 5,770 people are living with severe and/or complex mental illness across the Murrumbidgee region, indicating a need for targeted approaches to support this population group. MPHN is significantly expanding a multidisciplinary mental health model as a region-wide program, known as 'Better. Together. Your mental health care team in general practice'.

Purpose

Evaluating health services is essential for optimising care quality, improving patient outcomes, and ensuring the efficient use of resources. It enables evidence-based decision-making, allowing providers and funders to understand what works, why it works, and to identify areas for improvement or scaling. To ensure the service is meeting its intended outcomes, MPHN will be evaluating Better. Together. over the course of service establishment and delivery.

Scope

The scope includes:

• Conducting an independent evaluation of the effectiveness of the Better. Together. model
• Evaluating provider experience of the Better. Together. Program
• Evaluating patient experience of the Better. Together. Program
• Identifying recommendations for future development of the model

Instructions to Tenderers

This is an open and competitive Request For Proposal (RFP) process.

• Request for Proposal documents must be obtained after registration
• Enquiries relating to this Request for Proposals must be directed via the online forum
• Completed responses must be submitted via the online submission form
• Respondents will receive a Successful Submission Receipt, timed and dated, upon completion

Murrumbidgee Primary Health Network is not bound to accept the lowest priced Proposal or all or any part of a Proposal, and reserves the right to conduct the Request for Proposal process and select the successful respondent(s) as it sees fit. MPHN staff are unable to respond to verbal enquiries in relation to this Request for Proposals. Late proposals will not be accepted.
