Tender Description

⁠⁠⁠The Ambrym Street Housing Project comprises the design and construction of ten (10) new residential dwellings within a proposed subdivision at Ambrym Street. The development will deliver a mix of dwelling types in accordance with the issued architectural drawings and site plan.

The Contractor is responsible for the full design development, coordination and construction of the Works, including all associated civil works, services infrastructure and external works required to deliver a complete and operational housing development.

The Works shall be delivered in accordance with Remote Housing Standards and all applicable codes, standards and authority requirements, and shall result in dwellings that are fit for purpose and ready for occupation.

The Scope is described in the document(s) attached to or provided with this Request for Tender and identified as:

Scope of Works (Design & Construct)

The Contractor shall undertake the complete design, coordination, certification and construction of ten (10) new residential dwellings at Ambrym Street Stage 1 as follows;

• House Type 1 x four (4)

• House Type 2 x three (3)

• House Type 3 x one (1)

• House Type 4 x two (2)

The Works include, but are not limited to, all labour, materials, plant, equipment, design, approvals and activities necessary to deliver a fully operational, compliant and complete housing development fit for purpose and ready for handover and occupation.

These documents define the design intent only and do not limit the Contractor’s obligations under this Contract.

Key Requirements

• The Contractor is responsible for the complete design development, coordination and certification of the Works.

• The Contractor shall ensure the Works comply with all applicable legislation, codes, standards and authority requirements.

• The Works shall be delivered as a complete and functional development, notwithstanding any omissions or discrepancies in the reference documentation.

• A mandatory Indigenous Employment and Business Participation (IEBP) Plan shall be submitted with the Tender. Failure to submit an IEBP may result in the Tender being deemed non-conforming.

Finished Floor Levels (FFL)

• Finished Floor Levels (FFL) has been provided and detailed on the below;

Scope of Works

Without limiting the Contractor’s obligations, the Works include but are not limited to:

Design & Approvals

• Detailed building designs of all dwellings and associated infrastructure

• Design coordination across all disciplines

• Preparation of all documentation required for construction, approvals and certification

o The Contractor must submit SD stage drawings to Dept. of Housing for feedback and approval prior to progressing to CD.

• Obtaining all approvals, permits and authority clearances

Site Establishment & Civil Works

• Site establishment, access, temporary services and controls

• Clearing, grubbing, demolition if required and site preparation (demolition of existing dwellings is excluded from this tender)

• Bulk earthworks, cut and fill, trimming and compaction incl. testing if applicable

• Set-out of all works in accordance with approved design and issued FFLs

• Stormwater drainage, overland flow management and lawful discharge

Residential Construction

• Construction of ten dwellings in accordance with nominated house types

• Masonry block construction to all dwellings

• All works to be in accordance with Remote Housing Standards (RHS) or as otherwise nominated

• Complete construction of each dwelling including all structural, architectural and building elements necessary to achieve a fully functional and compliant dwelling

• Supply and installation of all fixtures, fittings and appliances

• Kitchens, bathrooms and laundries including joinery

Services & Utilities

• All hydraulic services including water, sewer and drainage

• Electrical reticulation, metering, switchboards and internal installations

• Communications and data provisions as typically required

• Coordination and connection to mains

External & Ancillary Works

• Driveways, pathways, hardstand areas and access ways

• Fencing, gates and boundary treatments

• Landscaping, reinstatement and making good of all disturbed areas

• Installation of external fixtures including T-Bar clotheslines, external sink and bins

Testing, Commissioning & Handover

• Testing and commissioning of all services and systems

• Rectification of defects and completion of outstanding works

• Provision of as-constructed documentation, manuals and warranties

• Final certification and approvals for occupancy

• Handover of a complete, operational and compliant development

Contractor Obligations

• The Contractor shall verify all site conditions, dimensions, levels and service locations prior to commencing Works.

• The Contractor shall be deemed to have allowed for all conditions that may reasonably be anticipated from available information and site inspection.

• No claim will be accepted for matters arising from failure to adequately investigate site conditions or coordinate the Works.

• The Contractor is responsible for all coordination, interfaces and integration of the Works, whether expressly stated or reasonably inferred.

• National Construction Code (NCC)

The Contractor shall comply with the current edition of the National Construction Code (NCC), all applicable Australian Standards (AS/NZS), and all relevant statutory and regulatory requirements.

It shall be the Contractor’s responsibility to identify and comply with all standards applicable to the Works, whether they are specifically listed in this document.
