Abt Global Request for Quotation - Electronic Phytosanitary Certification System Development

Abt Global is seeking quotations from a suitably qualified service provider to deliver specialist technical and operational support for Phase 1 implementation of an Electronic Phytosanitary Certification System (ePhyto) for the Papua New Guinea Biosecurity Authority (PNGBA), issued under the Australia-Papua New Guinea Economic Partnership (APEP), an Australian Government investment implemented by Abt Global.

About

APEP is a multi-sectoral Australian Government investment implemented by Abt Global. It serves as the Australian Government's primary mechanism for delivering and coordinating economic development assistance to Papua New Guinea (PNG). The program works collaboratively with the Government of PNG, development partners, donor agencies, the private sector, and industry stakeholders to promote sustainable and inclusive economic growth.

This activity forms part of APEP's Agricultural Growth and Livelihoods workstream and contributes to strengthening PNG's biosecurity systems, improving agricultural market access, and supporting more efficient export processes.

Purpose

PNG's phytosanitary certification system is currently largely paper based, resulting in processing delays, higher transaction costs, increased risks of error and fraud, and constraints on access to international export markets. This procurement supports Phase 1 implementation of the ePhyto system to address these issues.

Scope

The scope includes:

• Supporting PNGBA and APEP to configure and operationalise the Generic ePhyto National System (GeNS)
• Developing standard operating procedures (SOPs), workflows, user documentation and training materials
• Delivering practical training and mentoring for PNGBA officers (2-3 training sessions)
• Delivering training for relevant industry stakeholders (3 sessions, one each in Port Moresby, Lae and Kokopo)
• Supporting pilot testing with trading partners
• Assisting with operational launch at pilot ports
• Documenting lessons learned and recommendations for Phase 2 national rollout

Contractor Requirements

• Suitably qualified and experienced service provider able to demonstrate the required capability and value for money
• Capacity for practical delivery in PNG, stakeholder coordination, and training quality
• Demonstrated pilot readiness and ability to support the sustainability of Phase 2 rollout recommendations

Contract Terms and Conditions

• The assignment is expected to be delivered through a hybrid approach, with home-based inputs and travel to and within Papua New Guinea as required and agreed in an approved workplan
• The anticipated assignment duration is nine months

The process will assess both technical capability and value for money, with emphasis on practical delivery in PNG, stakeholder coordination, training quality, pilot readiness, and sustainability of Phase 2 rollout recommendations.
