Parker Point LV Refuel Facility Replacement

⁠⁠⁠Overview

Rio Tinto Limited is seeking a supplier to undertake the design and construct replacement of the low voltage (LV) refuel facility at Parker Point. The works involve earthworks, concrete, bitumen, electrical and mechanical works associated with decommissioning the existing underground fuel tanks and installing a new above-ground fuel tank and associated dispensing infrastructure.

Scope

The scope includes all works required to install and commission the new Diesel LV/HV Refuel Facility on a design and construct basis, including but not limited to:

• Grout filling in-situ of two underground tanks: one 14kL in-service diesel tank and one 20kL previously decommissioned tank
• Supply and installation of a new 110kL tank complete with new pumping and dispensary equipment system
• Decommissioning and replacement of the existing tanks, which are at the end of their serviceable life

1. Detailed Design

• Detailed design for all disciplines

2. Earthwork and Civil

• Investigation of the proposed work area for existing services using non-destructive excavation to pothole and locate all services in the area
• Design and install a concrete slab and bunding for the new fuel tank and equipment
• Excavate and install a new vehicle fuelling pad with containment sumps and raised concrete to create a bunded fuelling area
• Install bollards and area guard rails in the concrete slab for vehicle access and asset protection
• Reinstate asphalt

3. Electrical

• Excavate and install all associated electrical and communications conduits for the fuel bowser, fob bowser activation screen, tank level transmitters, sump fill sensors and area lighting
• Run conduits from existing switchboards to a new DB board for the LV fuelling pad
• Design and supply a new DB board for communications and power
• Install new DB boards and terminate all electrical and communications works
• Commissioning and testing, including energisation, programming, system testing and commissioning of all works

4. Mechanical

• Design, procure and install all pumps, valving, pipework and bowsers necessary
• Procure the diesel tank and fuel bowsers, including testing and inspection off site prior to mobilisation to site by RTIO Itinerant Plant Inspectors
• Supply and install the 110kL fuel tank
• Supply and install a safety shower, fuel logon bay and other auxiliary equipment

5. Deconstruction and Disposal

• Decommission the old fuel bowsers and fuel tank and confirm decommissioning of the old fuel station
• Tank disposal in accordance with AS4976, the removal and disposal of underground petroleum storage tanks
• Third party testing of ground and excavation of soil
