EOI – Lead Structural Engineer / Services Engineer - University of Sydney Student Accommodation 2031

⁠⁠⁠Overview

The University of Sydney is seeking Expressions of Interest from qualified and experienced engineering firms for the role of Discipline Lead Structural Engineer / Services Engineer (positions #1 and #2) in relation to the University's Student Accommodation 2031 (SA31) program.

About

The University of Sydney (University) is planning to deliver up to 2,000 student accommodation beds on the Camperdown/Darlington Campus (Campus) within the next 5 years across two sites:

• Site 1, with the potential to deliver up to approximately 1,500 beds in two stages
• Site 2, approximately 850 beds

The University intends to pursue planning approval via the Housing Delivery Authority / State Significant Development Application (SSDA) pathway, with preparation of SSDA documentation commencing early 2027 and lodgment targeted for late 2027. Progression of each site beyond preparation of SSDA documentation is subject to internal University approvals.

Purpose

This Expression of Interest (EOI) is the first of a two-stage procurement process to seek, identify and shortlist qualified and experienced engineers for participation in a separate Request for Tender (RFT) process for each Discipline Lead for the abovementioned sites. Upon completion of the RFT, the University will appoint Consultant Teams with Discipline Leads to provide the scope of services.

In addition, the University intends to utilise this EOI to identify suitably qualified and experienced companies for recommendation to its Engineering Panel (Panel Review). Respondents shortlisted for the RFT and/or awarded under this process may be prequalified to the Engineering panel, subject to acceptance of the panel terms and conditions. The University reserves the right to determine the final composition of the panel.

Scope

The scope includes:

• Appointment of Consultant Teams with Discipline Leads (Structural Engineer / Services Engineer) to provide the scope of services for the Student Accommodation 2031 program

The attached SA31 USYD EOI TenderLink document describes the opportunity and response requirements. Participation is also subject to the separate SA31 EOI Terms of Participation. Respondents must read and comply with both documents and all addenda.

Respondents are requested to:

• Submit a completed EOI Response Form by clicking the link or copying the link from the table into their browser. A copy of the EOI Response Form can be found at Attachment B. The relevant form is: Expression of Interest - Engineering Services - Student Accommodation 2031 Program, Fill out form
• Submit responses to all EOI questions that require a written response in the Response Form as an attachment via the TenderLink TenderBox attachment function. Responses to all applicable questions should be consolidated into one document

All formal EOI communications, including RFIs, must be submitted in writing through the TenderLink online forum.
