Independent Commissioning Agent for Alfred Health Urgent Infrastructure (Main Works)

The Victorian Infrastructure Delivery Authority (VIDA) is seeking an Independent Commissioning Agent (ICA) for the Alfred Health Urgent Infrastructure (Main Works) project.

About

VIDA Health manages or assists in the development of capital projects to support the delivery of health services. As of 2 April 2024, VIDA Health is part of the Victorian Infrastructure Delivery Authority (VIDA).

The Alfred Hospital is an integral part of the Victorian health system, treating Victoria's most acute and complex patients as one of only two adult trauma services in Victoria. It also provides services for major burns, heart and lung transplants, advanced life support, and cardiothoracic surgery.

Purpose

The Alfred Hospital now requires urgent updates to its infrastructure to address infrastructure failures and fire safety compliance issues. The Victorian State Budget has provided $174.5 million for the Alfred Hospital Urgent Infrastructure (AHUI) Project for fire compliance works in nominated wards in the Main Ward Block, including decanting works in Philip Block, and $118 million for the Sitewide Critical Infrastructure (SCI) Project for essential infrastructure rectification and upgrade works on the Prahran campus.

While AHUI and SCI are separately funded initiatives, they are being delivered as a single integrated program due to significant interdependencies across their scopes. Engaging an Independent Commissioning Agent across both projects will support a coordinated commissioning approach, improve efficiency, reduce duplication of effort, and ensure consistency in project delivery and operational readiness outcomes.

Scope

Due to the complex nature of the Alfred Health project, there is a requirement to engage an Independent Commissioning Agent for building services. The scope of works includes, but is not limited to:

• Independently identifying system deficiencies as early in the project as possible and tracking their status until corrected upon completion, supporting efficient outcomes
• Providing independent multidisciplinary expertise to support the project and manage and assure the commissioning and delivery of critical performance and environmental outcomes
• Providing stringent guidelines for the procedures and documentation to be used in the commissioning of all equipment and systems associated with all commissionable systems on the project
• Ensuring that all VIDA Health commissioning and finalisation requirements are adhered to by the contractor, including all documentation submissions

Contract Terms and Conditions

• Services are required from Main Works contract award through to completion in December 2030
• An additional 12-month Defects Liability Period extends to December 2031
