Detailed Survey for Somerton Bridge

Tamworth Regional Council (TRC) is seeking a consultant to undertake a detailed site survey of Somerton Bridge, located along Lower Somerton Road crossing the Peel River, as part of the Council's bridge restoration project.

About

Tamworth Regional Council has obtained DRFA funding for the restoration of Somerton Bridge. The bridge sustained significant damage during the NSW Severe Weather Event declared under AGRN 1216, caused by floodwaters from upstream catchment rainfall and snowfall. The northern approach to the bridge was heavily impacted, with the abutment and surrounding abutment scour protection undermined and washed away, resulting in a nine (9) metre span opening between the bridge and Lower Somerton Road.

Tamworth Regional Council will be the approving Roads Authority for the project, with the Council's Consultants DRFA Project Team, Damage Control Project Management (DCPM), providing oversight and recommendations in the delivery of the project.

Purpose

The purpose of this Request for Quotation is to engage a consultant to undertake a detailed site survey of Somerton Bridge.

Scope

The scope includes:

• Installation of a minimum of four (4) control survey marks, with two (2) of the four placed a minimum of 100 metres on either side of the bridge approach as recoverable control marks
• Survey boundary area covering the road corridor 150 metres either side of the bridge approach and a minimum of 500 metres upstream and downstream of the Peel River corridor (minimum 15 metres outside of the riverbank hinge)
• Road corridor and river corridor terrain survey collected using Drone Lidar equipment (20-50mm tolerance)
• Capture of the road formation surface, including centreline and edge formation, using high-accuracy survey (+/-10mm)
• Structural survey of the bridge using high-accuracy survey (+/-5mm), collecting the perimeter of the concrete deck, centreline of the deck, centreline of the concrete piers and top surface of the pier caps to display span lengths
• Survey of the underside of the bridge using Lidar equipment capable of collecting accurate data that can be cross-checked with the high-accuracy deck data, due to environmental constraints of water in the river
• Survey to be undertaken in accordance with current survey practices and current survey projections (currently MGA2020)
• Determination of the traffic control and signage required to undertake the survey capture
• Provision of appropriate safety and traffic control measures in accordance with the current version of the TfNSW Traffic Control at Worksites Manual and the Work Health and Safety Act (2011) and Regulation (2017)
• Submission of any Traffic Control Plans to Tamworth Regional Council prior to the commencement of works for review

For traffic control planning purposes, current traffic volumes on Lower Somerton Road are approximately 178 vehicles a day. The bridge is currently under a low-speed limit of 20 km/h due to the single-lane fly-over bridge. Council will prepare the communications to publicly advertise delays to traffic should the consultant decide traffic control is required.
