Redevelopment of the Road Smart KickStart Road Safety Education Program

⁠⁠⁠Overview

Western Australia Police Force, on behalf of the Road Safety Commission (RSC), is seeking a respondent to undertake the redevelopment of the Road Smart KickStart (RSK) road safety education program software.

About

In 2022, the Road Safety Minister endorsed the Road Safety Commission, an independent government unit located administratively with the Western Australia Police Force and reporting to the Minister for Road Safety, to develop an initiative targeting Western Australian young people who are highly impacted by road trauma. Funding was approved by Treasury for the development of an educational program aimed at a broad range of road users across different ages and stages.

The aim of the Road Safety Education Program is to engage pre-drivers, particularly young people living in regional WA, by increasing awareness of road safety, fostering positive attitudes and supporting long-term behaviour change.

In 2024, the Commission developed its first in-school safety education incursion, Road Smart KickStart, targeting Year 7 and 8 students in regional WA. This engaging and interactive program immerses students in hands-on, gamified road-safety scenarios. RSK includes five tactile and digital learning stations where students explore key topics such as speed, distractions, fatigue, peer pressure and protective gear and devices.

Following a successful submission to the Expenditure Review Committee in November 2025, the RSC is preparing for a significant expansion of the school education program, moving to a statewide rollout targeting all Year 7 to 9 students in Western Australia.

Purpose

To effectively support the statewide expansion, the Commission is seeking enhancements to the RSK software to increase flexibility in the program's design and delivery. These improvements are intended to enable a more adaptable, responsive model, ensuring the program can be implemented efficiently while meeting both operational requirements and community needs.

Objectives

The purpose of RSK is to:

• Inspire positive behaviour among current and future road users through an immersive, evidence-based road safety learning program that complements existing programs and addresses behaviour change gaps
• Increase students' awareness and understanding of road safety issues
• Help students recognise their role in keeping themselves and others safe on and around roads
• Encourage teachers and school leaders to take meaningful action to improve road safety within their school community

Scope

The scope includes:

• Redevelopment and enhancement of the Road Smart KickStart software
• Increasing flexibility in the program's design and delivery to support a statewide rollout
• Enabling a more adaptable, responsive delivery model that meets both operational requirements and community needs
