Vehicle Towing Services – Mitchell’s Causeway Detour

Transport for NSW is seeking a contractor to provide vehicle towing and recovery services to support the approved detour route associated with the closure of Mitchells Causeway during repair works.

About

On 5 March, Transport for NSW implemented an eastbound closure of Mitchells Causeway after geotechnical assessments confirmed that the eastbound carriageway needed to remain closed due to ongoing concerns. During the closure, Station Street, Harley Avenue, Darling Causeway, Chifley Road, Mort Street, Lithgow Street and Main Street were designated as the approved detour route (the "Detour"). Following notification from TfNSW Geotechnical Management, the Detour was activated immediately to accommodate eastbound traffic.

Purpose

The purpose of this engagement is to provide dedicated towing and recovery services to support the approved detour associated with the closure of Mitchells Causeway during the delivery of repair works. These services are to ensure timely response to incidents, breakdowns, crashes and vehicle recoveries, to minimise disruption, maintain traffic flow and support the safe operation of the detour route for the duration of the project.

Scope

The designated detour corridor for the closure of Mitchells Causeway is defined as between:

• Great Western Highway (GWH) and Main Street, Lithgow intersection
• Great Western Highway (GWH) and Station Street, Mount Victoria intersection

The Contractor shall be responsible for providing incident response and recovery services for the entire length of the approved detour route between these locations.

Services may include, but are not limited to:

• Vehicle breakdowns
• Light vehicle recoveries
• Heavy vehicle recoveries
• Motor vehicle crashes
• Removal of disabled vehicles
• Removal of vehicles obstructing traffic
• Emergency incident response
• Traffic restoration following incidents

The Contractor shall provide the following towing resources for the full duration of the Mitchells Causeway Closure and Repair Works project:

• One heavy tow/recovery vehicle stationed at the base of Scenic Hill on Chifley Road, providing continuously manned coverage 24 hours per day through rotating 12-hour shifts, 7 days per week including weekends and public holidays
• One heavy tow vehicle and operator and one light tow vehicle and operator stationed at the Bell NHVR Station on Bells Line of Road (BLoR), available from 7:00am to 7:00pm daily, 7 days per week including weekends and public holidays

Contractor Requirements

• A suitably experienced, qualified and licensed operator must be provided at all times for each tow vehicle
• Towing resources provided under this contract are strictly for the Mitchells Causeway detour and must not be used for activities outside the approved detour corridor unless expressly approved by Regional Field Operations
