Audit Services: Contract Procurement & Management

⁠⁠⁠Overview

Otago Regional Council is seeking an external audit to provide independent assurance over its contract procurement, creation and management practices.

Scope

The scope includes:

• Independent assurance audit of contract procurement, creation and management practices
• Review of formal contracts and arrangements not formalised as contracts that involve payment for goods or services, including purchase orders, letters of engagement, and verbal or informal agreements
• Examination of the Key Performance Indicators (KPIs) used within these arrangements to assess whether they are well designed, clearly linked to intended outcomes, and capable of supporting effective and accountable performance monitoring
