Overview
Central Highlands Regional Council is seeking a suitably qualified and experienced contractor to undertake the construction of the Blackwater Recycled Water Pipeline Stage 2 Valve Station at Hunter Street, Blackwater.
About
The works form part of Council's recycled water infrastructure and involve the fabrication, supply and installation of new valve station pipework and associated equipment and protective structural cover, together with connections to existing pipeline infrastructure. The works include integration with the existing DN300 HDPE Stage 3 pipeline and DN200 HDPE rising main, installation of Principal-supplied and Contractor-supplied equipment, and associated civil, excavation, backfilling, testing, commissioning and reinstatement works.
The existing DN100 effluent pipeline is required to remain operational during construction until the new work is complete and the final connections can be undertaken. The successful Contractor will be required to carefully plan and coordinate the works with Council to maintain continuity of service, minimise operational disruption, and deliver a complete, tested and commissioned installation in accordance with the detailed design drawings and Contract requirements.
Scope
Central Highlands Regional Council requires the supply, manufacture, installation, testing, commissioning and handover of the Blackwater Recycled Water Pipeline Stage 2 Valve Station works at Hunter Street, Blackwater. The scope includes:
- Site establishment, management plans, site preparation and disestablishment
- Supply and fabrication of stainless-steel pipework and fittings in accordance with the detailed design drawings
- Excavation, trenching, backfilling and associated civil works required for the valve station and pipeline connections
- Construction of the reinforced concrete valve station slab, plinths and associated civil works in accordance with the detailed design drawings
- Supply, fabrication, delivery and erection of the structural steel valve station cover over the above-ground pipework, including roof sheeting and associated structural components, in accordance with the detailed design drawings
- Construction and installation of the new valve station pipework and associated equipment
- Connection of the new works to the existing DN300 HDPE Stage 3 pipeline and existing DN200 HDPE rising main
- Installation and integration of Principal-supplied and existing valves, flowmeters and water meters, including relocation and reuse of nominated existing equipment
- Supply of all other materials required to complete the works
- Planning and sequencing of the works to maintain operation of the existing DN100 effluent pipeline until the final connection and changeover
- Supply and installation of the complete Air Bleed Valve (ABV) assembly on the existing DN200 HDPE rising main at CH 516.477, including associated pipework, valves, pit, civil works and ancillary components
- Electrical and instrumentation installation for the flowmeters and electrically actuated valves, including field cabling, conduits, terminations and testing to the existing electrical/control board at the Purple Tank irrigation pumps, with PLC and SCADA programming remaining the responsibility of the Principal
- Testing, commissioning and demonstration of satisfactory operation of the completed works
- Preparation and submission of the completed commissioning checklist and Asset Breakdown Register for all installed pipework, fittings and associated equipment, regardless of source of supply
- Site reinstatement, provision of handover documentation and final handover to the Principal
Separable Portions
The Works are divided into two Separable Portions. Tenderers may submit a tender for Separable Portion 1 only, Separable Portion 2 only, or both Separable Portions, and are not required to tender for both. The Principal reserves the right to award the Separable Portions separately to different Contractors or together to one Contractor.
Separable Portion 1: Supply and Manufacture of Stainless-Steel Pipework and Fittings
Separable Portion 1 comprises the supply and manufacture of the stainless-steel pipework, fittings and associated fabricated components shown on the detailed design drawings. The Contractor for Separable Portion 1 must:
- Supply all stainless-steel pipework, fittings, flanges and fabricated components identified on the detailed design drawings as Contractor-supplied items
- Manufacture the stainless-steel pipework, fittings and associated components in accordance with the detailed design drawings
- Ensure all fabricated components are dimensionally compatible with the valves, meters, pipework and other equipment forming part of the completed valve station assembly
- Provide all fabricated stainless-steel components required to enable complete assembly of the valve station, except for items specifically identified as Principal-supplied or existing items
- Coordinate fabrication dimensions with the detailed design drawings and the nominated Principal-supplied and existing equipment
- Provide fabrication as-built drawings and all bolts and gaskets required for the complete fabrication package, where required
Separable Portion 2: Installation, Testing, Commissioning and Handover
Separable Portion 2 comprises the installation and assembly of the valve station and associated pipework, civil and pipeline works, connections to the existing recycled water infrastructure, and testing, commissioning and handover of the completed works. Further details are provided in Part 2 of the Specification.
Contractor Requirements
- Suitably qualified and experienced in undertaking construction of pipeline and valve station infrastructure of this nature
- For Separable Portion 1, inclusion of all preliminaries and general obligations applicable to that portion, including project management, contract administration, coordination, quality management, workplace health and safety obligations associated with fabrication and delivery activities, and all insurances required under the Contract
- Stainless-steel pressure pipework and fittings supplied and fabricated under Separable Portion 1 must comply with the material grades, schedules, dimensions and other requirements shown on the detailed design drawings and the applicable requirements of AS 4041
- Welding procedures and welding personnel qualifications must comply with AS 3992 and AS 1796, as applicable
- Prior to delivery of the fabricated pipework, submission of a complete fabrication quality record / Manufacturing Data Record (MDR), including as applicable material certificates, welding procedure specifications and qualification records, welder qualification records, weld maps or weld registers, inspection and non-destructive testing records, dimensional inspection records, records of any fabrication or shop testing required by the Tender Documents or applicable standards, fabrication as-built drawings, and release or inspection records
- Hydrostatic pressure testing of the complete installed pipework system remains the responsibility of the Separable Portion 2 Contractor, in accordance with Sections 4.4 and 4.6
