Design & Construction of Asphalt Pump Track - West Esplanade Smithton

Circular Head Council is seeking a suitably qualified tenderer for the design and construction of an asphalt pump track at West Esplanade, Smithton.

Scope

The Tenderer will be required to prepare and finalise designs, obtain any relevant permits, supply all necessary materials, plant and labour for construction, and meet other services, costs and fees necessary for the installation and commissioning of the facility.

The scope includes:

• Liaison with Council officers to finalise design details and provide final designs for construction
• Submission of relevant Building Applications for works (Council will meet the cost of application fees)
• Carrying out Dial Before You Dig (DBYD) investigations and location of services
• Submission of Start Works Notice and compliance with any permit conditions during works
• Management of site access and provision of traffic and pedestrian management in accordance with AS1742.3
• Supply and commissioning of all works associated with the construction of the works
• Tidying up and reinstatement of all disturbed areas
• Commissioning of all works
• Provision of as constructed drawings
• Design and construction of a subsoil drain or suitable alternative cut-off drain upstream of the pump track to address subsoil and upstream surface drainage
• Design and construction of a two-tier pump track suitable for beginner, intermediate and advanced riders, including excavation, drainage, fill placement, forming, and hotmix seal surfacing, with instant turf placement to batters
• Provision of an asphalt sealed social area for spectators and users, accessible from the access path
• Provision of an all-weather asphalt access path linking existing paths to the pump track, including excavation, drainage, geofabric placement and gravel, nominally 2000mm wide for cyclists and pedestrians, with boxout of existing materials, base material, drainage and asphalt surface
• Provision of a sealed viewing/marshalling area adjacent to the pump track, accessible from the access path
• Incorporation into the design of a suitable site for future installation of a roofed shelter structure, and determination of surface levels to ensure DDA accessibility between the car park, shelter and pump track (the shelter itself is not part of this tender)
• Supply and installation of drainage sumps to low points as required to prevent ponding on design surfaces, with minimum 150mm PVC piping to direct flows and discharge below the pump track, and drainage outlet control to limit erosion from water discharge
• Construction of a cut-off surface drain upstream of the pump track to redirect water flow away from the site

Information Requested

Tenderers are to provide the following with their submission:

• Site plan
• Track diagram or plan view of the pump track identifying length of track
• Identification and number of features proposed for the pump track, including rollers, berms, doubles and triples
• Asphalt seal specification
• Description of flow for beginner, intermediate and advanced riders
• Other information deemed to assist Council's understanding of the tenderer's design approach and methodology

Contractor Requirements

• In submitting a tender, the Tenderer shall be deemed to be thoroughly conversant with the site and the nature of the works to be performed
• The Contractor shall supply all materials (except any materials nominated to be supplied by Council), plant, labour and any other services, consultants, costs and fees necessary to satisfactorily deliver the works required under the contract
• The Contractor shall be fully conversant with all applicable standards, regulations, Council policy or documents referenced within the tender documents or governing the services being provided, and evidence that the contractor has read and obtained all relevant references may be required

Contract Terms and Conditions

• Provision of a 12-month Defect Liability Period for the rectification of any design or performance deficiencies and construction faults

Tender Briefing

A Pre-Tender meeting will be held for Council to brief tenderers of Council's expectations and to discuss any questions regarding the proposed works, under contract (WUC). Attendance is not mandatory, however tenderers are advised that evaluation will be based upon a demonstrated understanding of the required works, and attendance at the Pre-Tender meeting is likely to increase their knowledge of the Principal's requirements.
