Request For Proposal - Airport Advertising License

⁠⁠⁠Overview

The Shire of Ashburton invites proposals from suitably qualified and experienced advertising organisations for the provision, management, marketing, sale and ongoing maintenance of advertising opportunities at Onslow Airport and within the surrounding airport precinct.

Purpose

The Shire intends to identify a single advertising organisation with whom to progress negotiations at the conclusion of this Request for Proposal process. The Shire is seeking an innovative and commercially focused partner capable of maximising the value of the airport's advertising opportunities while enhancing the passenger experience and maintaining the high presentation standards of the airport precinct.

Scope

The scope includes:

• Provision, management, marketing, sale and ongoing maintenance of advertising opportunities at Onslow Airport and within the surrounding airport precinct
• Developing, installing, managing and commercialising advertising assets across approved locations within the airport environment
• Presenting creative and contemporary advertising solutions, including both traditional and digital advertising formats, appropriate for a regional airport environment

Contractor Requirements

• Suitably qualified and experienced in advertising provision, management, marketing, sale and maintenance
• Demonstrated ability to attract and retain advertisers
• Demonstrated ability to generate sustainable revenue streams
• Ability to deliver high-quality advertising infrastructure that complements the airport's role as a key gateway to the Ashburton region

Contract Terms and Conditions

• The successful Respondent will enter into an exclusivity period of 2 months to endeavour to negotiate a potential licence agreement for advertising space at the Onslow Airport
• The proposed licence term is 5 years, with an option to extend for two (2) x 2 year option periods at the sole discretion of the Shire of Ashburton
• Under the licence agreement, if granted, the successful Respondent will be responsible for developing, installing, managing and commercialising advertising assets across approved locations within the airport environment
• Advertising rights will be granted to market, sell, manage and maintain approved advertising opportunities within specific agreed locations in the Onslow Airport and surrounding airport precinct, excluding those areas specifically identified within the RFP (see section 4.2)
• The licence agreement is subject to the terms of the agreement and also subject to the Local Government Act 1995 (WA), including section 3.58

Instructions to Tenderers

Following evaluation of submissions, the Shire may select a preferred Respondent and enter into an exclusivity period during which the Shire and preferred Respondent will seek to finalise an in-principle licence agreement without undertaking any further request for tender or quotation process.
