Plants 2, 4 & 5 Solar PV Design and Construct

⁠⁠⁠Overview

Busselton Water is seeking a suitably qualified renewable energy contractor to design, supply, install, test, commission and hand over new solar photovoltaic systems at Plants 2, 4 and 5.

Scope

The scope includes:

• Design, supply, installation, testing, commissioning and handover of roof-mounted solar PV systems at Plants 2 and 4
• Design, supply, installation, testing, commissioning and handover of a ground-mounted solar PV system at Plant 5
• Associated electrical, structural, civil, monitoring, approval and handover activities
• Verifying, developing and completing the remaining design to 100% construction-ready status, including all calculations, details, coordination, approvals and documentation required to deliver complete and compliant systems
• Submission of design documentation and calculations to Busselton Water for review before procurement, fabrication or installation
• Testing and commissioning, receipt of required authority approvals, rectification of defects, provision of training, warranties, test and commissioning records, as-constructed drawings, operation and maintenance manuals and other handover deliverables
• Plant 2: approximately 130 kWdc/100 kWac of new roof-mounted solar PV, replacement of the existing SMA inverters, reconfiguration of the existing PV strings, and a combined system of approximately 229.6 kWdc/200 kWac
• Plant 4: approximately 100 kWdc/80 kWac of new roof-mounted solar PV
• Plant 5: approximately 100 kWdc/80 kWac of new ground-mounted solar PV, including a replacement Site Main Switchboard and coordination with Western Power under reference SP053420
• Provision of hybrid inverter, export prevention, monitoring and battery-ready infrastructure at each site
• Separate pricing of a Battery Energy Storage System option at each site, which is excluded from the base Works

Contractor Requirements

• Suitably qualified renewable energy contractor capable of designing, supplying, installing, testing, commissioning and handing over the Works
• The Contractor remains fully responsible for the completed design, constructability, compliance and performance of the Works, notwithstanding review of design documentation by Busselton Water

Instructions to Tenderers

The detailed scope, design criteria, equipment requirements, drawings, standards, deliverables, programme, commissioning, training, maintenance and tender pricing requirements are set out in the Busselton Water – Plants 2, 4 & 5 Solar PV Design & Construct Brief (DC Brief), Project Ref. ENPER25041, Revision 1, dated 3 July 2026. The DC Brief and its referenced drawings form the principal technical requirements for the Works and are to be read together with Part F and the remaining Contract documents.

The DC Brief and referenced drawings represent an approximately 80% developed design and are provided as the basis for tendering. Tenderers shall allow for all work necessary to provide complete, compliant and operational systems, whether expressly stated in Part F or reasonably required by the DC Brief, the drawings, applicable standards, authority requirements and the proposed design. Part F provides the contractual overview only and does not reproduce the detailed technical requirements contained in the DC Brief.
