Overview
The City of Parramatta Council is seeking an experienced and suitably qualified consultant to undertake a Domestic Waste Service Costing Review.

The City of Parramatta Council is located 24 kilometres west of the Sydney CBD and provides a range of goods and services within a local government area (LGA) encompassing some 84 square kilometres and comprises a population of approximately 260,296 people from a range of diverse cultures, lifestyles and experiences.
Scope
The scope includes:
- Financial sustainability and pricing modelling for the Domestic Waste Management Fee
- Benchmarking and comparative analysis against similar sized councils
- Development of a pricing strategy to drive behaviour change
- Customer testing and engagement of the proposed pricing model
- A report outlining a recommended Domestic Waste Management Fee pricing model
- A pricing strategy to encourage behavioural change
- A comparative analysis of current and proposed fees against those of similar sized councils
Contractor Requirements
- Experienced and suitably qualified consultant in domestic waste service costing and pricing
Contract Terms and Conditions
- Contract term of two months
- Completion required by December 2026, subject to Council's acceptance of the final report
