The City of Wanneroo is seeking a contractor to upgrade the sewage infrastructure at the Ashby Operations Centre, replacing the existing septic and leach drain system with a new connection into a Water Corporation owned junction and main.

About

The Ashby Operations Centre is located at 1204 Wanneroo Road, Ashby, Western Australia. It is an operational depot for the City of Wanneroo comprising three Administration Buildings, Major and Minor Fleet Workshops, Volunteer Bushfire Brigade Facilities, Miscellaneous Storage Sheds and the Wanneroo Animal Care Centre. Some areas of the site are leased out to and operated by entities independent to the City of Wanneroo.

The site has two entrances accessed through private roads extending off Wanneroo Road. The northern entrance provides access for staff and the City's waste trucks. The southern entrance, located centrally to the site, provides access to the public and visitor carpark as well as the leased areas.

The Ashby Operations Centre is staffed Monday to Friday, 7:00am to 5:00pm, and is closed on weekends and public holidays.

Purpose

The overall objective is to upgrade the sewage infrastructure from the existing septic and leach drain system to feed into a Water Corporation owned junction and main. The location of the connection to be established is south of the Operations Centre along Pissaro Cres.

Scope

The following provides a high-level overview of the works to be carried out for the purpose of context and does not supersede the approved design documentation provided as attachments to this tender. All works are to be carried out in accordance with the designs, specifications, and details provided, as well as any information and specifications provided within this tender.

The scope includes:

• GPR scanning, locating and potholing to locate and protect existing services
• Provision of a new rising main, including all associated trenching and trenchless drilling
• Provision of a new authority sewer extension and connection point
• Provision of a new pump station, station controller and vents
• Modification to the existing site main switchboard and extension of power supply to the new pump station
• Protection of the existing site main switchboard and western power transformer
• Decommissioning of the existing septic tank in accordance with Department of Health requirements, including emptying the tank, disposing of waste appropriately, removing the lid, breaking up the bottom, filling the hole with clean compacted sand and making good with surrounding levels
• Locating existing pipework on site and removing all redundant pipework as required, in accordance with the design documentation
• Locating, disconnecting and decommissioning existing leach drains in accordance with Department of Health requirements, including emptying the drains, disposing of waste appropriately, filling the hole with clean compacted sand and making good with existing surrounding levels
• Open trenching as required to achieve rising main geometry
• Protection of trees in accordance with the Arborist Report
• Disposal of all removed materials, with no retention or storage on site
• Making good of all surfaces impacted or damaged as a result of the works
• Undertaking all works in a way that retains operational continuity for the Operations Centre and minimises disruption to the site
• Advising the City of, and reaching agreement on, a contractor compound prior to commencement of construction
• Undertaking excavation and directional drilling near trees under the supervision of the City's appointed Arborist

A non-mandatory site inspection will be held at the Ashby Operations Centre.

Instructions to Tenderers

• Tenderers must seek clarification from the City's Superintendent regarding any perceived discrepancies in the document hierarchy
• Tenderers shall review all drawings, specifications and schedules to ensure a complete submission
• Failure to allow for works reasonably inferred from the contract documentation will not constitute grounds for a variation claim
