Overview
The City of Hobart is progressing the Halls Saddle Visitor Hub, a proposed multi-purpose visitor gateway located at a Council-owned former quarry site adjacent to the Wellington Park boundary. Hobart City Council is seeking a suitably qualified consultant to prepare a Business Case for the project.
About
The project forms part of a broader program of investment aimed at enhancing visitor experiences, improving access and transport integration, supporting sustainable tourism growth, and strengthening the long-term management of kunanyi / Mount Wellington.
Extensive planning, market, financial and strategic work has already been undertaken, including the Halls Saddle Visitor Hub Master Plan Options Analysis, the Wellington Park Business Case, visitor market research, commercial and revenue modelling, and supporting technical investigations.
Purpose
As the project progresses towards detailed design, approvals and future delivery, a contemporary business case is required to consolidate the existing evidence base into a clear, evidence-based investment framework.
Scope
The scope includes:
- Preparation of a Business Case for the Halls Saddle Visitor Hub that builds on the existing evidence base
- Validation of key assumptions where required
- Assessment of the financial, economic, operational and strategic viability of the project
- Development of a Business Case to support Council, stakeholder and funding decisions regarding the preferred development pathway, delivery model and future investment in the precinct
Contractor Requirements
- Suitably qualified consultant with relevant expertise to prepare the Business Case
