TRC - North Taranaki Flood Forecasting Tools - September 2026

⁠⁠⁠Overview

Taranaki Regional Council (TRC) invites proposals from experienced providers for the development and implementation of flood forecasting tools for the Waitara, Waiwhakaiho, and Mangaone catchments in North Taranaki.

Scope

The scope includes:

• Development, calibration, and validation of three flood forecasting models for the Waitara, Waiwhakaiho, and Mangaone catchments
• Integration of the models into a secure, cloud-hosted Operational Forecasting Platform (OFP)
• Automated ingestion of observed and forecast data, including MetService forecast rainfall and gauge-corrected radar rainfall products
• Automated model execution and workflow scheduling
• Forecast visualisation and reporting functionality
• Historical event replay functionality
• Audit logging and user management functionality
• Separate testing environments
• Support for future enhancement, including additional catchments, forecast products, ensemble forecasting, and integration with wider emergency management platforms
• Implementation services, training, documentation, and handover
• Ongoing support services

Contractor Requirements

• Proven track record in flood forecasting, hydrological modelling, operational forecasting systems, cloud-hosted platforms, and system implementation
• Experience delivering similar solutions for local government is advantageous
• Experience providing ongoing support services is advantageous

Contract Terms and Conditions

Council intends to retain ownership of all Council-funded models, configurations, workflows, documentation, and custom developments, including the ability to operate, modify, extend, and migrate the solution in the future.
