Overview
Health New Zealand | Te Whatu Ora is preparing to release a Request for Proposal (RFP) for the provision of Physical Healthcare Security Services. As the full tender documentation is not yet ready, Health NZ is notifying the market of this upcoming opportunity through this Future Procurement Opportunity (FPO) notice, intended to provide early visibility of its intentions. All FPOs are subject to change or cancellation. A formal RFP is expected to be released in August 2026.
About
Healthcare security is a specialised and evolving service, transitioning from traditional guarding roles to a highly skilled function that aligns with Health NZ's clinical values and practices. Security services play a critical role in the safe daily operations of hospitals by managing and mitigating significant risks to people, property, and operations, and are essential to meeting Health NZ's obligations under health and safety legislation.

Security service models currently vary across districts and include:
- In-house services
- Mixed models
- Fully outsourced services
Scope
The upcoming RFP will cover the delivery of Healthcare Security Services across most Health NZ districts. While implementation will be localised, the service will align with a national operating model to ensure consistency and quality. The combined annual spend across all districts exceeds $30 million NZD per annum.
Services may include, but are not limited to:
- Rostered and ad hoc (on demand) physical Security Officers
- Foot and/or mobile patrols
- Incident response and de-escalation
- Alarm monitoring and response
- Monitoring of Closed-Circuit Television (CCTV)
- Patient watches and minding
- Security Officer support in the event of an emergency or natural disaster
