Overview
Barcaldine Regional Council is seeking a suitably qualified and experienced Contractor to undertake water mains air scouring and associated works across participating RAPADWSA Council areas. The Works are intended to improve water quality outcomes by removing biofilm, sediment, discoloured water deposits and other accumulated material from nominated water mains.
Objectives
The objectives of the project are to:
- Clean nominated water mains using appropriate air scouring and, where directed, pigging methods, and minimise disruption to Council operations and customers
- Minimise water loss during the Works
- Safely manage discharge water, sediment and any waste material generated by the Works
- Protect potable water systems from contamination
- Identify water mains with significant sediment or build-up
- Provide clear reporting to the Principal and participating Councils on the extent and outcome of the Works
- Complete the Works safely, efficiently and in accordance with the Contract, applicable legislation, industry standards and Council requirements
Scope
The scope may include:
- Air scouring of potable water mains
- Provisional pigging of selected larger diameter mains or mains with heavier build-up
- Pre-scouring inspections
- Coordination with Council representatives
- Management of planned water service interruptions
- Safe discharge and disposal of waste material
- Reporting on the completed works
General description of the Works
The Works generally include, but are not limited to:
- Site establishment, mobilisation and demobilisation
- Review of Council-provided asset data, GIS information, plans and other available information
- Pre-scouring inspection of nominated water mains to confirm layout, valve arrangements, hydrants, discharge points, pipe size, pipe material and suitability for cleaning
- Preparation and submission of required management plans, including WHS, environmental, quality, traffic management and water quality / contamination control procedures
- Coordination with participating Councils regarding timing, isolation, discharge points, customer notifications and operational requirements
- Air scouring of nominated potable water mains
- Pigging of selected water mains where identified as a Provisional Item and directed by the Principal or Superintendent
- Isolation and reinstatement of water mains in coordination with Council representatives
- Management of water service interruptions in accordance with the Contract and Council requirements
- Management of discharge water to prevent contamination, flooding, erosion, property damage or nuisance
- Collection, handling, transport and disposal of sediment, solids, liquids and other waste material in a safe and environmentally responsible manner
- Reinstatement and clean-up of all disturbed areas
- Recording of completed works, issues encountered, sediment levels and any defects or operational constraints identified
- Preparation and submission of final reports by Council and town
Contractor Requirements
- The Contractor must verify the location, size, material type, operational status, accessibility and suitability of all nominated water mains, valves, hydrants, fittings and discharge points prior to commencing the Works in each town or water supply scheme
- The Contractor must notify the Superintendent as soon as practicable if any provided information is inaccurate, incomplete, inconsistent or unsuitable for the safe and proper performance of the Works
Location
The Works will be carried out on nominated water reticulation mains within participating Council areas. The specific towns, water supply schemes and mains included in the Works are identified in the Price Schedule, Site Locality Plans, Town Water Reticulation Plans, GIS extracts, asset data or other documents provided by the Principal.
Any drawings, plans, GIS data, asset registers, pipe lengths, pipe diameters, pipe materials, valve locations, hydrant locations, discharge points and other information provided by the Principal or participating Councils are provided for tendering and planning purposes only.
