ICT, Data and Digital Costings for the agency's Future Operating Model

⁠⁠⁠Overview

The Australian Transaction Reports and Analysis Centre (AUSTRAC) is seeking to engage a specialist supplier with extensive digital and data expertise to comprehensively identify and scope technology, digital and data solutions for AUSTRAC's operational requirements over the medium to long term, and to provide detailed IT, digital and data costings of the optimal solutions.

Purpose

The costings and analysis will support the business case for the joint proposal and provide the evidentiary base for the development of the Digital Transformation Agency (DTA) Second Pass Business Case.

Scope

The consultant will be required to:

• Review previously developed Second Pass Business Case materials, understand developments since November 2025 and AUSTRAC's evolved needs, and develop and present a Second Pass Business Case that will support AUSTRAC's enterprise-level NPP
• Comply with Australian Commonwealth requirements (including those of the Department of Finance and the Digital Transformation Agency) for developing and submitting Second Pass Business Cases
• Consult and engage AUSTRAC in review cycles and document production
• Review existing technology, digital and cyber operating models and strategies
• Collaborate with the relevant Reform program teams, ITS, Data and Digital Transformation senior leadership groups and business leads to understand capability opportunities and requirements
• Document a high-level roadmap outlining the proposed capabilities and deliverables for the forward four years and beyond, where necessary
• Scope and document detailed ICT, data and digital cost estimates over the forward years to support implementation of the program, to be used to seek the necessary funding
• For each capability and business requirement being costed, include market value estimates, sustainment costs, and details of how vendor/supplier market value and sustainment costs were identified
• For contractor and consultant costs, provide an estimate of market value and cost basis
• Provide a short description of the relevant agency capability and a high-level description of the business requirement or driver
• Identify the resource type(s) required to deliver the business requirement, for example vendor/supplier, APS, contractor, or consultant
• For APS and contractors, provide the number of APS/contractors and the APS level(s), including APS-equivalent levels for contractors
• For APS and contractors, provide the APS Job Family, Job Function and Job Role per the APS Job Family Framework
• Categorise costs as OpEx or CapEx

Contractor Requirements

• Key individuals for this consultancy will need to hold an NV1 or NV2 Security Clearance
