Tree Planting, Preparation and Establishment

⁠⁠⁠Overview

Blacktown City Council is seeking proposals from qualified and experienced providers to deliver tree planting, preparation, and establishment services in accordance with arboricultural and horticultural best-practice standards.

Purpose

The goal of this contract is to provide professional tree planting, establishment, and maintenance services that support Council's urban greening strategy by increasing canopy cover, enhancing biodiversity, and delivering healthy, sustainable trees with high establishment and survival rates. Through best-practice site preparation, planting, maintenance, and ongoing care, the project will ensure long-term environmental, ecological, and community benefits across Council's public open spaces and streetscapes.

Scope

The scope of services includes:

• Site inspections and confirmation of planting locations
• Identification of underground services (Dial Before You Dig)
• Weed and grass removal, soil preparation, and improvement works
• Supply and delivery of approved tree stock in accordance with Council specifications
• Excavation of planting holes and planting of trees using best-practice arboricultural techniques
• Initial watering, mulching, staking, and installation of tree guards where required
• Ongoing establishment and maintenance for a period of 24 to 36 months, including watering programs, weed control, tree health and growth monitoring, adjustment and removal of stakes and ties, and replacement of failed trees during the defects liability period
• Reactive works including replacement of vandalised or damaged trees, additional watering during extreme weather events, and other associated arboricultural services as directed by Council

Contractor Requirements

• All works must be delivered in accordance with relevant industry standards, safety requirements, environmental regulations, and Council specifications to ensure high tree survival rates and long-term landscape sustainability
