Tender Description
The MCB provides sensitive and dignified facilities and services to meet the needs of the deceased and bereaved. These include Cremation, Burial, Entombment, Memorialisation and Chapel Services. MCB’s values are to serve the public with compassion, connection, and integrity.
The MCB is seeking professional, appropriately qualified, skilled, and technologically competent Contractors to undertake the provision of a diverse range of security, emergency and rapid response services across all cemeteries managed by the MCB.
The MCB’s integrated security, emergency and rapid response services incorporate an extensive range of risk mitigation, emergency preparedness, and operational services and systems.
The MCB’s security, emergency and rapid response service requirements have been divided into six (6) categories. The Contractor awarded a Category will be required to provide all the services listed within that Category.
The MCB may appoint up to six (6) Contractors one for each of the six (6) categories or may award more than one Category to a single Contractor in its determination of value for money.
The categories are:
Category 1: The ongoing integration, maintenance and operational support of security, emergency and rapid response services and systems, including the provision of 24/7 alarm monitoring services for all MCB sites as required;
Category 2: Oversight of Integrated CCTV Systems;
Category 3: Security and Rapid Response Guard Services;
Category 4: Oversight of Electronic and Mechanical Key/Lock Systems;
Category 5: Oversight, Maintenance, and Operational Support of Portable Emergency GPRS Indication System (EGIS) and Devices, including the Provision of 24/7 Specialized Monitoring Services; and
Category 6: Six monthly provision and delivery of MCB staff, emergency wardens, and emergency response teams bespoke training and drill program
Site Visit
A site visit will be held at Pinnaroo Valley Memorial Park, Whitfords Avenue, Padbury, Padbury on 22 Jul, 2026 8:30 AM.
MANDATORY Site briefings will be provided at the following dates and times for contractors unfamiliar with the MCB sites and or who wish to obtain additional logistical insights and information.

Location: Whitfords Avenue, Padbury (Parking and meeting at administration office)
Midland Cemetery
Date: Wednesday 22 July 2026
Time: 11.00am to 11:20am Western Australia
Location: Myles Road, Swan View (Meeting at main entrance/office car park)
Guildford Cemetery
Date: Wednesday 22 July
Time: 11:45am to 12:15pm Western Australia
Location: Kalamunda Road, South Guildford (Meeting at Mausoleum car park)
Karrakatta Cemetery
Date: Thursday 23 July 2026
Time: 8:30am to 10:00am Western Australia
Location: Railway Road, Karrakatta.
Meeting outside reception main office.
Park in public car park on Railway Road
Fremantle Cemetery
Date: Thursday 23 July 2026
Time: 11.00am to 11.45am Western Australia
Location: Carrington Street, Palmyra (Meeting and parking at car park next to kiosk)
Rockingham Regional Memorial Park
Date: Thursday 23 July 2026
Time: 12.30am to 1.15pm Western Australia
Location: Baldivis Road, Baldivis, park and meet in main public car park adjacent to office/crematorium complex.
Please note: all site briefings stated start times, other than the days start time, will be approximate times.
The Respondent is requested to confirm their attendance by no later than 12 PM, Western Australia, Monday 20 July 2026 by contacting George.Czerniak@mcb.wa.gov.au.
Attendance at the briefing is a pre-requisite to submission and consideration of a bid.
