The Northern Territory Environment Protection Authority (NT EPA) issued Pollution Abatement Notice (PAN) No. 2025/1 requiring Litchfield Council to appropriately manage and remediate asbestos impacted building waste stockpiles located at the Howard Springs Waste Transfer Station (HSWTS) and Humpty Doo Waste Transfer Station (HDWTS).
Investigations undertaken on behalf of Council confirmed the presence of asbestos containing materials within stockpiled construction and demolition waste. The adopted remediation strategy is the relocation and encapsulation of the asbestos impacted materials within an engineered containment cell to be constructed at the Howard Springs Waste Transfer Station.
Council seeks to engage a suitably qualified and experienced Contractor to undertake the construction of the engineered containment cell and associated remediation works in accordance with the Remediation Action Plan (RAP), Technical Specification, Drawings and associated tender documentation.
The Works are to be undertaken within operational waste transfer stations. The Contractor shall coordinate all activities with Council and undertake the Works in a manner that minimises disruption to normal operations whilst maintaining public, worker and environmental safety at all times.
The Works generally include, but are not limited to:
- Preparation, submission, implementation and maintenance of all Management Plans required under the Contract, including Environmental Management Plans, Erosion and Sediment Control Plans, Work Health and Safety Management Plans, Asbestos Management Documentation and Safe Work Method Statements.
- Site establishment, mobilisation, permits, approvals, fencing and environmental controls.
- Clearing and grubbing of nominated work areas.
- Topsoil stripping, stockpiling and site preparation.
- Construction of the containment cell including excavation, berm construction, drainage works and access ramps.
- Supply, placement, trimming and compaction of imported fill materials.
- Excavation, transport and placement of asbestos impacted building waste and contaminated soils into the engineered containment cell in accordance with the RAP.
- Construction of interim cover layers, geosynthetic warning layer and final capping layer.
- Provision of dust suppression and environmental controls throughout the Works.
- Construction quality assurance testing, survey verification and compliance reporting.
- Installation of fencing, gates and warning signage.
- Hydroseeding, rehabilitation and restoration of disturbed areas.
- Provision of as-constructed surveys, drawings and completion documentation.
- Coordination / liaison with the following parties all engaged by Council, as outlined in Attachment 4:
1. Independent Hygienist
2. Environmental Consultant / Specialist
3. Contaminated Land Auditor
4. The Contractor shall provide all reasonable assistance required to facilitate the services / activities of the above parties. Including but not limited to provision of access, notification of activities and assistance required to facilitate air monitoring, sampling, inspections, reporting and all other activities commensurate with their roles.
Preparation and submission of all validation reports, construction quality assurance documentation, waste tracking records and completion documentation required to demonstrate compliance with the Remediation Action Plan and Pollution Abatement Notice No. 2025/1.
Tenderers shall familiarise themselves with all tender documentation and satisfy themselves as to the extent of the Works prior to submitting a Tender.
