Huon Valley Council (Council) invites Expressions of Interest (EOI) from suitably qualified and experienced contractors for the design and construction of a new Early Learning Child Care Centre located within the Huon Valley municipality, Tasmania.
The purpose of this EOI process is to identify and pre-qualify capable proponents for participation in a subsequent Request for Tender (RFT) phase.
Council intends to assess two alternative delivery methodologies in parallel:
- Modular / Offsite Construction Delivery
- Conventional Site-Built Construction Delivery
This dual-pathway approach is intended to:
- Assess market capability across both delivery models
- Compare programme certainty, cost certainty, quality outcomes and whole-of-life value
- Encourage innovation and competitive tension
- Ensure Council obtains the most suitable procurement outcome for the project
Council acknowledges that modular/offsite and conventional construction methodologies require different design, sequencing, procurement and delivery approaches. Accordingly, respondents under each pathway may propose alternative architectural, structural and construction solutions, provided the operational intent, childcare regulatory requirements, accommodation schedule and General Arrangement is not changed greatly.
Council intends to evaluate submissions on an outcomes-based basis rather than strict conformity to a single construction methodology.
