The Opportunity
Through this Expression of Interest (EOI) process, East Metropolitan Health Service (EMHS), the building owner and property manager, is seeking service providers that are interested in occupying the Byford Health Hub (‘the Hub’) under a lease or licence agreement to deliver one or more of the following services at low or no cost to consumers:
- Episodic urgent care
- Limited medical imaging (i.e. mobile X-ray with or without general ultrasound) to support the Hub's episodic urgent care service*
There is also the potential for these services to be complemented by primary care.
*Pending the Applicant's preferred service model, community referrals for limited medical imaging (i.e. beyond referrals from the Hub's episodic urgent care service) could also be accepted without the expectation of being low or no cost to consumers
About the Byford Health Hub
The Byford Health Hub will offer a new way of delivering care closer to home for the local community. It will include a mix of WA Health outpatient, child health, pathology collection, urgent/primary care, mental health, community health and social services delivered by a range of public, private, and not-for-profit providers. These services will be informed by community needs and aim to be connected in the way they run. One of the Hub’s benefits will be reducing pressure on Armadale Hospital’s emergency department by boosting access to services in the community. Construction has now started on the Hub, which will open in 2027.

Application Process
To be considered for this occupancy opportunity, applicants must complete and submit the online EOI form by 4:00PM on Friday 3 July 2026 (AWST). Late responses will not be accepted.
The process to apply for this occupancy opportunity will occur in two stages:
1. Expression of Interest - Completion of the online EOI form
2. Formal application - Upon EOI closure, shortlisted EOI applicants will be invited to submit a formal application
During stage one, EOI applications will be shortlisted based on the following criteria:
- Alignment of the applicant's business operations with the intended Hub services
- Ability to deliver services within the purpose-built facility space
- Willingness to offer services at low-to-no cost to consumers
- Commitment to work within an integrated service delivery model
- Ability to commence service delivery in mid-2027
Following the formal application process, commercial terms of a lease or licence will be discussed with the preferred applicant(s). EMHS is open to considering an applicant's financial model and the extent to which the proposed service supports the Hub's service delivery model when determining commercial terms; however, any incentive or alternative arrangement will be considered on a case-by-case basis and is not guaranteed. All lease and licence arrangements are subject to negotiation, formal documentation, government funding decisions, approval by EMHS and any other required internal approvals.
