New Build Housing - Budget 2026 (Woodbourne and Burnham)

The New Zealand Defence Force (NZDF) is planning to approach the market in June 2026 for the design and delivery of new turnkey housing for servicemembers and their families at two sites: Woodbourne (near Blenheim) and Burnham (near Christchurch). NZDF is seeking established Main Contractors, with design team, able to manage the full design and delivery of the housing.

Scope

The scope includes:

• Full design and delivery of high-quality turnkey homes for servicemembers and their families
• Standalone, single-level homes constructed largely on vacant land previously used for housing
• Associated on-lot and minor off-lot civil works
• Delivery of all works under an NZS3916 Design and Build Contract with NZDF Special Conditions
• Woodbourne: 8 homes at RNZAF Base Woodbourne, to be awarded to one supplier under one contract
• Burnham: 17 homes at Burnham Military Camp, to be awarded to one supplier under one contract

All delivery solutions will be considered so long as they adhere to the Functional Specification, including off-site manufactured housing.

Contractor Requirements

• Must be an established Main Contractor with a design team capable of managing the full design and delivery of turnkey housing
• Must meet a series of preconditions in order for a submission to be considered and evaluated
• Suppliers may bid for one or both sites

Instructions to Tenderers

This will be a two-stage market approach.

• Stage one is a Registration of Interest (ROI) focused on the experience and capability of the supplier, including project case studies, key personnel CVs, and the processes and policies of the supplier's normal approach to design and construction. A site-specific solution is not required at this stage.
• Suppliers shortlisted from the ROI will participate in a second stage Request for Proposals (RFP), which will require detailed site-specific solutions to be submitted.
• The ROI and RFP will include NZDF's requirements and specifications for housing, as well as indicative bulk and locate site plans for Woodbourne and Burnham to form the basis of submissions.

To access ROI and RFP documentation when the process goes live later in June, suppliers must first create a SmartProcure profile at https://nzdf.bravosolution.com in order to access the NZDF procurement portal.
