 Overview

The Department of Parliamentary Services (DPS) seeks to engage a suitably qualified and experienced Program Manager to lead and coordinate delivery of a large, complex ICT infrastructure program within the Information Services Division.

The Program Manager will support the delivery of major infrastructure and cyber resilience initiatives, including the Parliamentary Information and Cyber Resilience Program (PICR) and related infrastructure modernisation activities. The role will provide program-level leadership, governance, delivery coordination, dependency management, risk management, stakeholder engagement and reporting across a complex, multi-stream program of work.

The Program Manager will work closely with senior executives, project managers, organisational change managers, technical delivery teams, cyber security specialists, commercial and procurement teams, finance, enterprise architecture, business stakeholders and external vendors to support the successful delivery of program outcomes.

Background

The Information Services Division is responsible for the delivery, operation and continuous improvement of digital, ICT and infrastructure services that support the Australian Parliament and its supporting departments.

DPS is undertaking a significant program of work to modernise and uplift critical ICT infrastructure, cyber resilience and associated enabling capabilities. This includes major infrastructure renewal, security uplift, network modernisation, platform and service transition activities, and other related initiatives required to support the ongoing resilience, reliability and security of parliamentary ICT services.

The program is expected to involve multiple workstreams, vendors, internal delivery teams, governance forums and stakeholder groups. Strong program leadership is required to ensure delivery activities are coordinated, risks and dependencies are actively managed, reporting is clear and timely, and outcomes are aligned to agreed scope, schedule, budget and quality expectations.

 Requirement

The Department requires an experienced Program Manager to lead and manage the delivery of a complex ICT infrastructure and cyber resilience program.

The Program Manager will provide senior program management capability across planning, delivery governance, stakeholder engagement, financial management, risk and issue management, dependency management, vendor coordination, executive reporting and benefits realisation.

The role will operate under broad direction and will be expected to exercise a high degree of judgement, initiative and professional expertise. The Program Manager will provide clear leadership across multidisciplinary teams and ensure program activities are structured, governed and delivered in a controlled and transparent manner.

The Program Manager will establish and maintain effective program controls, ensure alignment between workstreams, support decision-making and escalation processes, and provide senior stakeholders with confidence that the program is being delivered effectively.
