Portfolio Services Panel Arrangement

⁠⁠⁠Panel of suppliers to undertake completion of ICT-related work orders specific to funded projects within the department’s Information Technology Directorate.

The Panel’s Scope of Services

(a) Professional services procured under this Panel support ITD's Technology project portfolio across its full delivery lifecycle, from technology strategy and architecture through to design, delivery, testing, and operational transition. The Panel is structured around nine (9) broad capability streams, each reflecting a domain of specialist expertise that ITD requires from time to time to support its project delivery and portfolio governance obligations.

(b) The nature of services within each stream is outcomes-based. Engagements may be structured as fixed-price (for defined deliverables) or time-and-materials (for advisory, analysis, or facilitation activities where scope evolves), as agreed in the applicable Work Order.

(c) Typical demand for services under this Panel arises across the ICT project lifecycle, including: technology strategy and architecture review; data and AI governance advisory; digital and service design; requirements analysis and business analysis; project and program delivery support; testing and quality assurance; change enablement including service transition and operational readiness. The Panel provides a standing, pre-qualified mechanism through which these needs can be met rapidly and with appropriate governance.

(d) The Deliverables to be provided are as set out in the applicable Work Order (Schedule 3 - Statement of Work) placed under the ICTA.

(e) Out-of-Scope Services and Deliverables are: Managed Services & Salesforce Services (which is covered by a separate Standing Offer Agreement & Statement of Requirements)

(f) DoE intends to appoint a maximum of three (3) suppliers per capability stream. However, DoE reserves the right to appoint fewer suppliers, additional suppliers, or no suppliers at all where this represents the best value for money outcome or otherwise meets the DoE requirements.
