Tender Description
The buyer is seeking caretakers (2 personnel) to live permanently on Low Isles for a 2year contract term, with proposed commencement 9 October 2026. Mandatory requirements include:
- Previous experience in caretaking or property maintenance (preferably in a remote or marine off-grid environment)
- Handyperson and/or relevant trade qualifications and experience
- Valid HLTAID001 Provide First Aid certification
- Valid CPCCWHS1001 Prepare to work safely in the construction industry certification (Construction White Card)
- Workers Compensation Insurance (or if self-employed, evidence of Income Protection Insurance)
- Public liability insurance (min $10million)
- ABN, registered for GST
Site visit: Optional
Tender submissions should include:
- Request for Quote - Complete all sections of the Supplier Response and Details.
- Contract Details - Review and complete all Customer requirements in the Contract Details.
- Resume of both Specified Personnel.
- Statement of suitability (no more than 2 pages) that demonstrates why you are the best-suited Supplier for the role.
Background information / Compatibility requirements
Optional site visit on a date to be negotiated before the closing date for submissions is strongly encouraged to ensure potential Suppliers have a good understanding of the requirements.
Two representatives per submission are allowed to attend. Vessel transfers and on-island accommodation (if required) will be coordinated by the Contract Manager. All other costs will be incurred by the Supplier.

Low Isles comprises a 1.6ha vegetated coral sand cay (Low Island) and a mangrove cay (Woody Island) interconnected by a reef platform, located approximately 15 km northeast of Port Douglas and 60 km north of Cairns in North Queensland.
Low Isles is managed jointly by the Australian government (Great Barrier Reef Marine Park Authority) and Queensland government (Department of Environment, Tourism, Science and Innovation) through the Reef Joint Field Management Program (RJFMP). Caretaker services are delivered under a Contract arrangement with the Queensland Department of Environment, Tourism, Science and Innovation, administered by the RJFMP.
Caretakers live permanently on Low Island and assist with the protection and management of the natural and cultural heritage values of Low Isles. Core responsibilities include:
• Maintaining a presence on Low Isles
• General grounds maintenance and vegetation management
• Undertaking and/or facilitating infrastructure maintenance and repairs
• Performing visitor contact duties, including answering enquiries, providing education and advice to ensure visitor safety and protection of natural and cultural heritage values
• Maintaining positive and effective communication and relationships with stakeholders
• Monitoring visitor compliance with marine park rules, and reporting incidences of non-compliance
