Ipswich City Council requires a dedicated Building Works Panel to improve the efficiency, consistency and governance of its capital and maintenance delivery programs. As the city continues to grow rapidly, Council is experiencing increasing demand for timely, compliant and cost-effective building works across community facilities, operational buildings and public infrastructure. Establishing a structured panel arrangement will provide a strategic procurement mechanism to support these objectives while promoting transparency and value for money.
A Building Works Panel will enable Council to streamline procurement by pre-qualifying capable contractors with proven experience, appropriate licences, and robust safety and quality systems. This will reduce administrative effort, shorten procurement timeframes and ensure that only reputable suppliers are engaged. The panel will also strengthen Council’s risk management by requiring contractors to meet consistent standards for workplace health and safety, environmental management and regulatory compliance.
Operationally, the panel will give Council the flexibility to respond to planned works, urgent repairs and emerging priorities without compromising probity. It will support improved cost control by maintaining competitive tension between panel members and will provide clearer visibility of contractor performance over time. Strategically, the panel aligns with Council’s commitment to responsible financial management, improved service delivery and stronger asset stewardship.
Purpose
Council is seeking Tenders from suitably qualified and experienced contractors for inclusion on a Building Works Panel to deliver a range of building works across Council facilities and assets. The panel will support the delivery of capital works, maintenance works, renewals, urgent repairs and other related building services as required by Council.
Council intends to establish a panel arrangement that enables work to be allocated through future requests for quotation, direct engagement where permitted, or other approved procurement mechanisms in accordance with the panel terms. The Building Works Panel is intended to provide Council with a flexible, efficient and compliant means of procuring building works of varying size, complexity and urgency over the panel term.
Scope of Services
Ipswich City Council requires the provision of building works services for the construction, refurbishment, maintenance, repair and upgrade of Council-owned buildings, facilities and associated infrastructure.
The Scope of Works is intended to cover minor to medium building works, including reactive, planned and project-based works, across a range of operational and public-facing environments.
The Works include but are not limited to construction, alterations, extensions, demolition, maintenance, repairs, upgrades and reinstatement of building assets, including the coordination and management of trades, subcontractors and specialist services required to complete the Works.
Extent of Works
The extent of the Works under this Contract includes the full delivery of building works as described in this Specification, including all activities necessary to complete the Works to a fully functional and compliant standard. Without limitation, the extent of the Works includes:
• Provision of all labour, plant, materials, equipment, and supervision
• Supply and coordination of subcontractors and specialist trades
• Site establishment, access, and demobilisation
• Protection of existing structures, services, and surrounding assets
• Integration and coordination of building services
• Obtaining necessary approvals, permits, and certifications (where applicable)
• Testing, commissioning, and completion of all works
• Rectification of defects and completion of outstanding items
• Site investigation and set-out where required
• Temporary protection, barricading and traffic/pedestrian management where required
• Cleaning, waste removal and lawful disposal of materials
• Making good of affected areas following completion of the Works
• Handover documentation, warranties and manuals where required
The Works shall include all incidental and ancillary activities required to achieve a complete and operational outcome, whether or not every such item is explicitly stated in this Specification.
