Tender Description
Albury City Council invites suitably qualified Tenderers to submit a Tender for the Infrastructure Contributions Plan (ICP) & Section 64 Developer Servicing Plan (DSP) for Council upon the conditions detailed in the RFT.
Scope:
To review the Interim Albury Infrastructure Contributions Plan (2025) and prepare a new Infrastructure Contributions Plan under Sections 7.11 and 7.12 of the Environmental Planning & Assessment Act 1979 which reflects the true cost and timely delivery of essential local infrastructure and is defensible at IPART.
This includes:
1. Preparation of a comprehensive new draft Infrastructure Contributions Plan and all related materials and documentation aligned with current legislative requirements, informed by the Thurgoona Wirlinga Precinct Structure Plan (2025) and other core informing strategic plans including the Social Infrastructure Strategy.
2. Development of a detailed works schedule identifying essential infrastructure items, timing, apportionment and cost estimates linked to development staging, supported by detailed financial modelling to establish the proposed Section 7.11 contribution rates and test affordability and feasibility.
3. Preparation of the technical and strategic documentation required for submission to, and assessment by IPART.
4. Provision of ongoing strategic support to Council through the full process, including the IPART assessment review, responding to information requests, preparing supplementary material and acting as an expert witness if required.
The project is anticipated to be delivered in the following four (4) broad stages:
1. Stage 1: Review of strategic framework
2. Stage 2: Infrastructure identification, costing and apportionment
3. Stage 3: Draft Infrastructure Contributions Plan
4. Stage 4: Final Infrastructure Contributions Plan (post-IPART determination)
