Purpose
West Beach Parks (WBP) seeks to engage a suitably qualified and experienced supplier for the supply, delivery and support of beverages across the West Beach Parks precinct, including the Holiday Park, Retreat, Golf facilities and associated areas. The objective of this Invitation to Supply, is to establish a reliable, high-quality beverage supply arrangement that delivers value for money, consistent product availability, strong service standards and alignment with WBP’s sustainability and safety commitments.
West Beach Parks has provided historical beverage consumption information to assist tenderers in preparing accurate and competitive pricing proposals and in designing appropriate service delivery models. The information reflects historical consumption and is provided for indicative purposes only.
Background
West Beach Parks is the operating brand of the West Beach Trust, a statutory authority established under the West Beach Recreation Reserve Act 1987 (SA). WBP manages a 135-hectare coastal tourism and recreation precinct at West Beach, South Australia, welcoming approximately 100,000 guests annually across accommodation, food & beverage, golf and recreation services.
Beverage supply forms a critical component of WBP’s hospitality and guest experience offer, supporting venues such as food outlets, event activations, kiosks and licensed areas.
The Precinct offers a range of tourism, sporting and recreation facilities, managed by a mix of commercial and community service operations.
The Precinct consists of:
- Holiday accommodation
- Boating
- Coast Park
- Community Area
- Golfing
- Skate and BMX Park
- Sports grounds
- Food and beverage outlets
- Administration offices and depot
Procurement Objectives
It is West Beach Parks’ objective to engage a service provider to:
- Provide a consistent, high-quality range of beverages suitable for diverse guest and operational needs;
- Ensure reliable, timely and flexible supply across multiple sites;
- Demonstrate value for money, commercially competitive pricing and transparent invoicing;
- Maintain high standards of food safety, responsible service, and workplace health and safety;
- Support environmental sustainability initiatives, including reduced waste and responsible packaging;
- Adopt a proactive, collaborative approach to continuous improvement and innovation
Scope
The scope of this ITS includes the supply of non-alcoholic and/or alcoholic beverages (where applicable), associated packaging formats, and delivery services across the entire WBP precinct.
A three (3) year contract will be offered to the Successful Supplier, subject to an initial three (3) month probationary period.
Mandatory Requirements
The mandatory criteria are:
- Conflict of Interest (COI) - the supplier must provide executed COI declaration
- Public Liability insurance is required to cover legal liability for bodily injury or property damage occurring in connection with the beverage provider’s business arising out of its negligent acts or omissions. The level of cover required is $20 million per occurrence.
- Products Liability insurance is required to cover legal liability for bodily injury or property damage in connection with the beverage provider’s business arising out of products sold or supplied by it. The level of cover required is $20 million per occurrence.
- Workers Compensation is required to cover legal liability under legislation for injuries sustained by employees in the course of their employment as per legislation.
- Award rates (including penalties) must be paid at all times during the period of this Agreement to the Beverage provider’s employees. Failure to do so by the Successful Supplier may result in the cancellation of this Agreement.
- Food safety compliance: ability to comply with FSANZ and South Australian food safety regulations, and provide evidence of relevant systems/certifications/training upon request Legal/regulatory compliance: confirmation that all supplied products will comply with Australian food standards and labelling requirements, and responsible service obligations where alcohol is supplied.
Requirements
The specification of services is as follows:
The Successful Supplier will be required to supply beverages including, but not limited to:
- Packaged non-alcoholic beverages (soft drinks, water, juice, sports drinks);
- Seasonal, limited-release or promotional products as requested;
- Alternative and low-sugar options aligned with consumer demand.
- All products must comply with relevant Australian food standards, labelling requirements and responsible service obligations.

Beverage Equipment – display fridges
NB: 10% of fridge space supplied will be used by West Beach Trust to stock alternative products.
