Tender Description

⁠⁠⁠Provision for Australian Natural Hazards Fatalities Data

The Requirement

2a Introduction

This procurement seeks to establish a contract for reporting on natural hazards fatalities in Australia, for reliable, longitudinal data and trends, which is essential for evaluating the effectiveness of hazard mitigation strategies and  informing future policy and investment decisions.

2b Background to Requirement

The Bureau of Meteorology’s reports on the following strategic success measure - “the financial and social value delivered to the government, industry and the Australian community”. To support the strategic success measure, the associated performance measure focuses on "mitigating property damage and reducing long-term fatality trends associated with severe weather".

The Bureau reports against Outcome 1 in the Community Services Group Plan (specifically the Performance Measure related to decreasing the long-term trend in fatalities). This reporting contributes to the Bureau’s Annual Performance Report that forms part of the Annual Report and is tabled in Parliament each year. The reporting includes deaths caused by hazard type. The reports are also used by the Social Science and Services Policy Team to support a range of work outputs, including the Future Warnings program of work.

2c Objectives and Outcomes

The procurement will ensure continued reporting of Australian natural hazards fatalities data, enabling the Bureau to monitor and report on weather-related fatalities, support evidence-based decision-making, and contribute to improved community resilience and safety outcomes. Reliable, longitudinal fatality data is essential for evaluating the effectiveness of weather mitigation strategies and informing future policy and investment decisions. Contract length: 2 years + 1 x 2 year extension option.

First reporting period in July 2025 – June 2026, report delivered in July 2026.

2d Detailed Requirements

Detailed, bi-annual reports are required that includes six-monthly summary of fatalities by natural hazards and weather events, categorised by hazard-type, month, demographic breakdown (age and gender), location (state), contextual information and methodology.

Hazards to report on must include flood, storm, wind, lightning, fire, tropical cyclone, tsunami. Additional hazards to potentially report on include extreme cold/heat and coastal hazards if available.
