Tender Description

This Tender is invited by the Issuer.

⁠⁠⁠The Digital Transformation Agency (DTA), through its Whole of Government Contracts Branch, is responsible for negotiating and managing Whole of Government ICT arrangements with major technology suppliers on behalf of the Commonwealth. These arrangements leverage aggregated government purchasing to achieve improved commercial outcomes, including better pricing, simplified contractual frameworks, and strengthened legal and risk protections.

Between 2026 through to 2028, DTA will negotiate and deliver new or refreshed Whole of Government arrangements covering several major ICT vendor ecosystems. This includes the Oracle, IBM, SAP and Amazon Web Services (AWS) whole-of-government arrangements.

Given the scale, complexity and strategic importance of these negotiations, DTA is seeking to engage suitably qualified commercial advisors to provide targeted advisory and support services. These services will complement DTA’s internal negotiation capability and support effective planning, preparation, negotiation, and transition to operation across multiple vendor engagements.

Services may be required across one or more vendor arrangements and may include:

  • commercial, licensing and market analysis to inform negotiation strategy and value‑for‑money assessments;
  • analysis of vendor proposals, including pricing, licensing structures, usage rights and risk implications, including benchmarking against relevant public‑sector, cross‑jurisdictional and global arrangements;
  • development of negotiation artefacts, briefing material and evaluation inputs;
  • support during active negotiation phases, including documenting issues, advising on responses and supporting resolution of commercial matters; and
  • assistance with transition, implementation and early operational considerations following negotiation.

Suppliers will be expected to demonstrate experience across relevant ICT vendor ecosystems and apply their knowledge of vendor commercial models, product roadmaps and emerging technologies to support evidence‑based decision‑making and improved outcomes for the Commonwealth. Insights into usage and licensing across government entities will be particularly valued. Access to global licence and data, international experience and expertise is highly desirable. The DTA is open to subcontracting or partnering arrangements, including with global firms, where this provides access to broader market intelligence, licensing benchmarks and comparative data that strengthen value for money assessments and negotiation outcomes.

Supplier support may be required on a full‑time basis during critical negotiation periods, and on an ad‑hoc basis at other times. One or more suppliers may be engaged, reflecting differing areas of expertise.

At the conclusion of negotiations, suppliers may also assist with preparation of evaluation and negotiation outcome reports, alongside broader knowledge transfer to DTA.

Please note that multiple contracts may be entered into under this process; and the DTA may leverage this RFQ for services for a period of up to 12 months.
