RFI for Aboriginal Cultural Heritage Youth Forum scoping, Education Kit development, and strategic communications to support culturally appropriate engagement and awareness outcomes within NSW.
Project goals
As part of the Aboriginal Cultural Heritage (ACH) reforms, consultation with key stakeholders identified a need to strengthen education and awareness of ACH across NSW, particularly for non‑Aboriginal stakeholders. In parallel, there is a need to support Aboriginal youth engagement through the development of a culturally appropriate, Aboriginal‑led Youth Forum.
Scope
The scope of the engagement would consist of three key components from the successful supplier:
1. ACH Youth Forum Scoping Define an Aboriginal‑led Youth Forum, including purpose, delivery model, governance, stakeholder networks, and high‑level costs, risks and timelines.
2. ACH Education Kit Development
Part A:
- Explain both tangible and intangible ACH (e.g. cultural practices, artefacts, storytelling, oral histories and different site types such as modified trees, midden sites etc.)
- Tailor content to land use, development, and community contexts
- Support stakeholders to understand where ACH may exist, why it matters, and how it connects to their activities
Part B:
- Provide a plain-language overview of legal obligations, approvals, due diligence expectations, and consequences
- Target sectors including agriculture, mining, development, and the broader community
- Outline responsibilities, risks, and compliance pathways within NSW (including integration of Cultural Knowledge Standards)
3. Strategic Communications and Awareness: Develop a targeted strategy to promote the Education Kit, including stakeholder segmentation, messaging, channels, and measurable rollout objectives.
