Glen Eira City Council (hereafter Council or GECC) is seeking an experienced lighting design consultant to review Council’s public streetlights, assess compliances against AS/NZS 1158 and complete a design to replace all non-LED lights with energy efficient LED globes. Council expects the engaged Consultant to complete all tasks listed in Section Error! Reference source not found. below.
The successful applicant will be a consultant with a consistent and proven track record in lighting design and street lighting assessments. Applicants will be assessed based on past similar projects and their ability to provide detailed technical advice on street lighting assets. An understanding of Distribution Network Service Provider (DNSP) processes is desirable.
Background
Every five years the Australian Energy Regulator (AER) completes their Electricity Distribution Price Review (EDPR). This review determines the rates and maximum revenue electricity distribution businesses can recover from customers. In the next reporting period, from 1 July 2026 to 30 June 2031, Australian DNSPs will contribute up to $200 million to street lighting upgrades. The DNSPs funding aim is threefold; (1) to replace all remaining inefficient streetlights with LED luminaires, (2) to provide customers with a smart lighting management software, and (3) install smart photoelectric (PE) cells on all major road lights and up to 10% of minor road lights.
Glen Eira City Council spans across two Victorian DNSPs, United Energy and Citipower, with approximately ~8,000 streetlights in the United Energy area and ~600 streetlights in the CitiPower area. The outcome of the EDPR will affect Council’s electricity bills and street lighting charges.
As DNSPs will only replace non-LEDs with like for like equivalents, Council wishes to complete a streetlighting design to ensure areas of over lighting and underlit non-compliances are addressed.
Scope and Objectives
Council has a range of street light technologies installed on our road network. Lamp types include LEDs, compact fluorescents, high pressure sodium (HPS), metal halide (MH) and mercury vapour (MV) lights.
Council has also installed 205 smart PE cells, to increase operational flexibility in our lighting assets. More specific detail on our lighting assets will be provided to the engaged consultant.
The purpose of this project is to determine the wattage and location of LEDs required to replace non-LED streetlights on all roads within GECC’s municipal boundary. The design must meet AS/NZS 1158 and should include United Energy and Citipower approved products. This work will inform Council’s negotiations with DNSPs and upcoming lighting installations around our road network.
The objectives of this project are as follows:
• Identify appropriate LED replacements for inefficient streetlights
• Review Council’s biodiverse areas and key species to reduce impacts of artificial light at night (ALAN) on flora and fauna
• Determine pre- and post-project light level compliance
