Tender Description

⁠⁠⁠The Commonwealth of Australia has been awarded the Strategic Shipbuilding Agreement pursuant to the development of a Sovereign, Continuous Naval Shipbuilding and Sustainment capability. Under this agreement, a Tasking Statement has been issued for the build of the

Damen designed Landing Craft – Heavy, which will be the largest military vessel built in Western Australia to date and will require a collaborative effort from Australian and New Zealand industry.

To this end, a competitive demonstration of manufacturing capability is sought from appropriately skilled and resourced suppliers, in accordance with the attached hull sub-assembly specification. It is anticipated that this EOI will be used to develop a shortlist of suppliers to be invited to participate in the capability demonstration, which will include building the specified sub-assembly for assessment. Assessment criteria and weightings are provided in the attached specification.

Scope Overview:

Austal Defence Shipbuilding Australia is seeking Expressions of Interest from suitably qualified Australian suppliers with demonstrated capability in marine interior fit out works for large complex vessel construction programs.

This scope relates to the supply and installation of interior non-structural elements, including insulation systems, bulkheads, ceilings, flooring systems and fixtures and fittings. The works will be executed within a modular, block-based shipbuilding environment and must interface seamlessly with structural, electrical, mechanical, and outfit disciplines.

Indicative Scope of Work

The indicative scope may include, but is not limited to, the following activities:

1. Supply of Materials

The Contractor may be responsible for the supply, management, and delivery of materials, including:

• Thermal, acoustic, and fire-rated insulation materials in accordance with applicable standards and vessel specifications.

• Non-structural bulkhead and lining systems (e.g. panel systems, studs, linings, fixings)

• Ceiling systems including framing, panels, access hatches, and fixtures.

• Flooring systems including screed materials, coatings, tiling and finishes.

• Interior fixtures and fittings (e.g. lockers, furniture, equipment).

• Racking systems (e.g. stores, spares, workshop, and equipment racking)

• All associated consumables, fasteners, adhesives, sealants, and ancillary materials.

• Materials must comply with project drawings, specifications, fire and smoke requirements, and any relevant naval, classification society or regulatory standards.

2. Insulation Installation

Scope may include:

• Installation of thermal and acoustic insulation to bulkheads, decks, overheads and boundaries.

• Installation of fire-rated insulation systems in machinery spaces, accommodation areas and mission spaces.

• Cutting, fitting, and sealing insulation around penetrations and outfit items.

• Application of protective facings, coverings or linings as specified.

• Coordination with structural, piping, HVAC, and electrical installations.

3. Interior Non-Structural Bulkheads

Scope may include

Supply and installation of non-load-bearing bulkhead systems.

• Installation of studs, linings, doors, hatches and removable panels.

• Integration of services penetrations, access panels and equipment interfaces.

4. Ceilings and Overheads

Scope may include:

• Installation of ceiling framing systems and panels.

• Installation of removable panels for access to services and equipment.

• Coordination with lighting, ventilation/HVAC, sprinklers, and sensors.

• Final alignment, trimming and finishing works.

5. Floor Screed and Deck Coverings

Scope may include:

• Surface preparation of deck plates.

• Installation of levelling screed systems in accordance with specifications.

• Application of deck coverings, toppings or coatings where applicable.

• Integration with coamings, equipment foundations and penetrations.

• Quality checks to ensure flatness, thickness, and adhesion requirements

6. Interior Fixtures and Fittings

Scope may include:

• Installation of fixed furniture, lockers, workstations, benches and cabinetry.

• Installation of sanitary, accommodation and operational fittings where applicable.

• Interface coordination with electrical, plumbing and mechanical systems.

• Final adjustment, securing and fit-for-purpose verification.

• Supply and installation of storage and equipment racking systems.

• Supply and installation of interior doors.

7. Production & Yard Interface

The Contractor will be required to:

• Execute works in accordance with Austal installation philosophies, drawings and production work packages.

• Support early-stage fit-out at unit or block level where required.

• Complete outfitting works following block assembly and consolidation.

• Coordinate activities with shipyard operations, production sequencing and other trades.

• Comply with shipyard safety, permit and quality systems.

8. Inspections and Quality Verification

The contractor will be required to:

• Establish appropriate inspection and verification processes for interior fit-out activities.

• Perform in-process inspections prior to closure of bulkheads, ceilings and decks.

• Supporting inspections by Austal, the Commonwealth and/or Classification Society as required.

• Maintaining basic inspection records and supporting the close-out of any identified issues
