Tender Description

⁠⁠⁠BACKGROUND INFORMATION

The Albany Airport (YABA) is currently a domestic airport that serves the Great Southern region, catering for a range of users including:

• Regular public transport operated by Regional Express (Rex) Airlines using SAAB 340 aircraft.

• FIFO charter flights operated by Virgin Australia using Fokker F100 aircraft., which is the largest aircraft using the airport.

• RFDS.

• DFES water bombers.

• General aviation.

The main aircraft pavement areas at the airport comprise the following:

Runways

• Main runway 14/32: 1800m x 30m.

• Secondary cross runway 05/23: 1096m x 30m.

Taxiways

• Taxiway A - connects Runway 14/32 to the RPT apron. Asphalt surface.

• Taxiway B – connects Runway 05/23 to the RPT apron. Available to aircraft <10,000kg. Chip seal surface.

• Taxiway C – connects Runway 14/32 threshold to RFDS Apron and GA parking apron and hangars via Taxi Lane ‘C’. Available for use by aircraft <5,700kg, exception for RFDS. Asphalt surface.

Aprons

• Main RPT Apron.

  1. Currently has 3 parking bays with pavement markings for the aircraft types: F100/F50/SAAB340
  2. Asphalt Surface.

• GA Apron to hanger bays.

  1. Chip seal surface.

The existing runway was originally constructed by the Royal Australian Airforce in 1940 and was used extensively as an airbase during World War II. In 1984, the main runway, RWY14/32 was reconstructed and sealed, and then extended a further 200m to its current length of 1800m in 1997, which is believed to be the installation date of the current OG pavement. Whilst there have been a number of maintenance improvement projects including a partial reseal and overlay in 2016/17 and surface improvements in 2017/18, the current surface is reaching the end of its effective life.

GHD has been appointed as Engineering Designer and are currently designing a revised pavement to support a planned introduction of either E190 and or B737-800 aircraft

PROJECT SCOPE OF WORK

The Construction works has a forecast budget of approximately $40m (excl. GST) with the full Scope of Work comprising of the following two (2x) components:

(a) Mandatory Scope – Required to be completed to ensure the suitability of the runway for current and ongoing operations.

(b) Optional Scope – Associated works as identified by the City of Albany intended to:

1. Support the removal of known non-compliances or grandfather conditions, and to support the long-term strategic plan of the airport and associated operations.

2. The extent that these works will be defined based upon allowable project budget post the completion of the mandatory works and will be ranked in priority by the City of Albany and developed with the successful contractors as part of the RRFT phase.
