Background
Adelaide PHN is inviting general practices within Southern Adelaide Local Health Network (SALHN) region to submit a tender application for the Quality Improvement (QI) in General Practice to Enhance Refugee and New Arrival Care Project (Refugee Ready Project – Phase 3). The Project aims to improve the capacity of mainstream primary health care services to deliver culturally appropriate services to refugee and new arrival communities.
South Australia continues to receive a significant number of people through the Humanitarian migration stream. Between January 2025 and December 2025, 2,279 humanitarian migrants settled in the state, with 189 individuals residing in southern local government areas within the Adelaide PHN region. These populations can experience complex barriers when accessing primary health care, including language, cultural, and system navigation challenges.
The PHN Multicultural Access Grant provides Primary Health Networks with an opportunity to address these barriers by strengthening culturally responsive primary care and improving access for refugee and culturally and linguistically diverse communities. In February 2024, the PHN Multicultural Health Framework was launched, providing strategic direction and best-practice guidance to support PHNs in delivering locally tailored, partnership-based responses that improve health outcomes and experiences for multicultural communities.
Adelaide PHN currently commissions and supports a range of initiatives that provide direct support to multicultural communities across the region. These existing activities, alongside related projects, inform and complement the Refugee Ready Project – Phase 3. This project is expected to further enhance quality improvement support for participating general practices, strengthening their capacity to deliver effective, culturally appropriate primary health care to refugee and newly arrived populations.
The Project services are to be delivered from August 2026 to June 2027 across the 2026- 2027 financial year.

SUBMISSIONS: Completed responses must be submitted via the online application form. Respondents will receive a Successful Submission Receipt that will be timed and dated upon completion.
