Requirements
The Clean Energy Regulator (CER) is seeking an experienced Seller to design and deliver a strategic and complex staged procurement process, that positions the CER to meet a November 2026 second pass business case deadline.
The purpose and objectives of this proposed engagement is to:
- Deliver a strategic, flexible, defensible and CPRs compliant procurement plan that positions the CER to obtain second pass approval by November 2026.
- Design a phased procurement approach that avoids premature lock-in and allows decisions to be informed by evidence.
- Embed probity and fit-for-purpose governance across the procurement lifecycle, including planning, approach to market, evaluation, negotiation, contracting and transition to implementation and contract management.
- Build CER capability through knowledge transfer, templates, tools and coaching, enabling CER staff to participate effectively in delivery and support future phases of the work.

Additional Sellers may be invited to this request at the sole discretion of the CER. The CER is seeking responses from experienced Sellers who can outline a delivery approach that aligns to the CER’s outcomes (including indicative timeframes, milestones, and resourcing), and that have demonstrated experience in delivering complex, end‑to‑end Commonwealth procurements for digital/ICT outcomes and drafting successful DTA business cases.
