CWMS Capacity Assessment

⁠⁠⁠Comprehensive Review and Capacity Assessment (Planning - Level) of the Community Wastewater Management System (CWMS) across the District Council of Loxton Waikerie (Loxton,Waikerie,Kingston on Murray and Moorook) with Recommendations for Future Staged Capacity Upgrades and Identification of Infrastructure Upgrade Thresholds based on Additional development/allotment growths.

Scope:

The District Council of Loxton Waikerie covers an area of nearly 8,000 km² and has a population of over 11,500 people. It is located in the Riverland region of South Australia along the Murray River, with the local economy primarily based on agriculture, horticulture, and related industries.

The Council area includes four main townships, with Loxton and Waikerie being the major population centres, supported by the smaller townships of Kingston on Murray and Moorook.

Council operates Community Wastewater Management Systems (CWMS) across these four townships, where properties are serviced via septic tanks that discharge effluent into a network of pipes for collection, transfer, and disposal. The CWMS incorporates gravity collection systems, pump stations, and rising mains that convey wastewater to centralised treatment and disposal facilities.

The District Council of Loxton Waikerie Council is seeking quotes from consultants for the following:

Undertake a Planning-Level capacity assessment of the existing CWMS infrastructure across all four townships (Loxton, Waikerie, Kingston on Murray and Moorook) including recommendations for future staged capacity upgrades in accordance with the Loxton Waikerie Growth Strategy.

This includes:

• Assessment of the current condition and capacity of each asset and identify assets that are already at or approaching their capacity limits.

• Determination of assets that will struggle to accommodate future population and development growth.

• Recommendations for required upgrades in order of priority. For example,

- Pump Stations: Stage 1: Upgrade LX3 immediately, Stage 2: Upgrade LX1 in N years, Stage 3: Upgrade LX7 in N years

- Gravity Mains: Stage 1: Upsize gravity main in [location] immediately, Stage 2: Upsize gravity main in [location] in N years. Similarly for rising mains and treatment facilities.
