Introduction
The Council of the City of Sydney ("the City") invites tenders for the carrying out of Operation and Maintenance Services for the Green Square Water Reuse Scheme (GSWRS) in accordance with this Request for Tender.
Background and Project Overview
The Scheme was originally designed to produce up to 900 kL/day and is currently being upgraded to increase capacity to approximately 1,250 kL/day. Current average recycled water demand is approximately 350 kL/day and is expected to increase progressively as additional buildings are connected to the Scheme.
The City is seeking an experienced and capable Service Provider to deliver operation and maintenance (O&M) services for the GSWRS. The Service Provider will be responsible for the safe, reliable, and efficient operation of all GSWRS assets, ensuring full compliance with regulatory, environmental, and Work Health and Safety (WHS) requirements.
The scope of services includes the operation and maintenance of the Water Treatment Plant (WTP), stormwater harvesting and conveyance infrastructure, storage tanks, reticulation network, metering systems, and all associated control systems.
The Service Provider will deliver a fully integrated O&M service, including routine, preventative, and corrective maintenance. The Services encompass water quality monitoring and compliance, supply of chemicals and consumables, performance reporting, remote system monitoring, and timely response to faults and emergency incidents.
The Service Provider is accountable for meeting all Key Performance Indicators (KPIs) as detailed in Part B Specification and for delivering a reliable, compliant, and cost-effective recycled water service that supports the City's sustainability and water efficiency objectives.
