GE Frame 9 Gas Turbine Control System Upgrade

⁠⁠⁠Synergy is seeking Expressions of Interest (EOI) from suitably qualified suppliers to deliver a modern, SIL-rated control system upgrade for GE Frame 9 gas turbines operating in a utility power generation environment. This EOI will be used to shortlist capable suppliers for a subsequent closed Request for Tender (RFT).

The scope relates to the replacement of legacy, obsolete gas turbine control systems and is expected to include engineering, supply, installation, testing and commissioning of a compliant control and safety solution capable of supporting Type B Gas Appliance requirements and applicable Australian and international functional safety standards. Integration with existing balance of plant and site SCADA systems, together with FAT, SAT and commissioning, will form part of the works. Delivery is expected to be staged and aligned to planned outage windows.

This is a technically complex and safety-critical scope. Only respondents who can clearly demonstrate the following capabilities should submit an EOI:

• Proven experience delivering control system upgrades on GE Frame 9 gas turbines, or equivalent heavy duty industrial gas turbines
• Demonstrated delivery of SIL-rated turbine control and/or safety-instrumented systems in accordance with IEC/AS 61508 and IEC/AS 61511
• Capability to engineer solutions supporting Type B Gas Appliance compliance
• Experience integrating new control systems with existing power station environments
• Demonstrated FAT, SAT and live plant commissioning capability

EOI submissions must provide sufficient information to demonstrate capability, including a company profile, summary of relevant experience, and details of at least two completed gas turbine control system upgrade projects. Detailed pricing is not required at this stage.
